It was moved by Councilmember Wood, and seconded by Councilmember Butler, that Resolution No. 81-241, determining on the basis of a review of initial environmental study done for this project, that no significant enviroxunental impact would occur as Cit ' outlined in the y s guidelines and that a mitigated negative declaration is appro- priate to amend the Circulation Element of the General Plan to show Hopyard Road be- tween West Las Positas Boulevard and 1-580 as a six-lane major thoroughfare rather than a four-lane thoroughfare and to construct roadway improvements (including utili- ties) to widen to six lanes the existing four-lane Hopyard Road between Valley Avenue and Johnson Drive; the six-lane roadway will include medians, bicycle lanes, left/ right turn lanes and acceleration/deceleration lanes as required; the improvements include construction of a bridge across the Arroyo Mocho adjacent to the existing bridge; the improvements Just southerly of Johnson Drive may require some acquisition of improvements properties, otherwise the improvements will. take place easterly of the existing roadway and within existing right-of-way, be adopted.
