463 <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing closed <br /> on the application and the mitigated negative declaration. <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Butler, that <br />Resolution No. 81-241, determining on the basis of a review of initial environmental <br />study done for this project, that no significant enviroxunental impact would occur as <br /> Cit ' <br /> outlined in the y s guidelines and that a mitigated negative declaration is appro- <br />priate to amend the Circulation Element of the General Plan to show Hopyard Road be- <br />tween West Las Positas Boulevard and 1-580 as a six-lane major thoroughfare rather <br />than a four-lane thoroughfare and to construct roadway improvements (including utili- <br />ties) to widen to six lanes the existing four-lane Hopyard Road between Valley Avenue <br />and Johnson Drive; the six-lane roadway will include medians, bicycle lanes, left/ <br />right turn lanes and acceleration/deceleration lanes as required; the improvements <br />include construction of a bridge across the Arroyo Mocho adjacent to the existing <br />bridge; the improvements Just southerly of Johnson Drive may require some acquisition <br />of improvements properties, otherwise the improvements will. take place easterly of <br />the existing roadway and within existing right-of-way, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Kephart <br /> <br /> Mayor Mercer presented a letter from Mr. Paul Ebright, 5416 Blackbird Drive, <br />expressing his opposition to this item. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by Council-' <br />member Wood, that Resolution No. 81-242, to amend the Circulation Element of the <br />General Plan to show Hopyard Road between West Las Positas Boulevard and 1-580 as a <br />six-lane major thoroughfare rather than a four-lane thoroughfare and to construct <br />roadway improvements (including utilities) to widen to six lanes the existing four- <br />lane Hopyard Road between Valley Avenue and Johnson Drive; the six-lane roadway will <br />include medians, bicycle lanes, left/right turn lanes and acceleration/deceleratton <br />lanes as required; the improvements include construction of a bridge across the Arroyo <br />Mocho adjacent to the existing bridge; the improvements just southerly of Johnson Drive <br />may require some acquisition of improved properties; otherwise, the improvements will <br />take place easterly of the existing roadway and within existing right-of-way, subject <br />to the following conditions: (1) that Hopyard Road shall be a 6-lane thorough fare <br />from West Las Positas Boulevard north to Highway 1-580, said thoroughfare to include <br />three through lanes in a southerly direction, three through lanes in a northerly <br />direction, median, bicycle lanes, left/right turn lanes and acceleration/deceleration <br />lanes as required; (2) that the widening of Hopyard Road as described in number 1 <br />above, shall include construction of soundwalls adjacent to Hopyard Road where resi- <br />dential areas abut that street;and (3) that in the widening of Hopyard Road, all <br />existing street trees shall either be replanted adjacent to the widened road or shall <br />be replaced in kind, number and size adjacent to the widened road, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Kephart <br /> <br />Request of Roger Manning for an exemption from the Residential Allocation Program <br />(.RAP) for a 16-lot subdivision proposed for the approximately 10 acre site located <br />at the northeast corner of Foothill Road and Muirwood Drive.
