The six-lane <br />roadway. will include..~edi.an~ bicycle: lanes, left/right turn lanes and acceleration/ <br />deceleration lanes as required. The improvements include construction of a bridge.. <br />across the A~0yo_.~ocho adjacent to the existing bridge. _ T!~mprovements just <br />southerly of Johnson Drive may require some acquisition o,f .i~proved prpperties; .... <br />otherwise, the improvements will take place easterly. of the existing .roadway and <br />within existing right-of-way <br /> <br />On the basis of an Initial Study of the potential environmental impacts of the <br />project, the Directo~ ~'f Pla~ing and Community Development has determined that <br />~e prop0~e~ prOJect would not have any potential significant adverse effects on <br />the environment and that an environmental impact report need not be, prepared. This <br />Initial Stu.dy is available for review at the Planning Division, 200 Bernal Avenue, <br />Pleasanton. Comments on this decision ~y be directed to either the Planning ~taff <br />prior to the above meeting~_d~t.~, or directly to the City Council at the above <br />notic'~'m~ee~ing <br /> Mr. Harris presented his report (SR 81:253) dated July 20, 1981, regarding this <br />matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the miti- <br />gated negative declaration. <br /> <br /> Mr. Joe Callahan, CPS and Associates, stated he concurred with the staff report. <br />He stated there will be an assessment district formed, ands. that the medians will be <br />maintained by the district. He stated there will be a modification to the traffic <br />pattern with approval by the City Engineer. Mr. Callahan reviewed the timing, stating <br />that the flood control issue will be addressed first and then the soils condition <br />problem. He elaborated on the improvements to be made to the Chabot and Hewlitt <br />Canals as well as to Hopyard Road. He added that these improvements expect to be <br />completed in the fall, with building improvements to commence in the spring. He <br />discussed the installation of a soundwall on the west side of Hopyard Road, and the <br />tree removal program. <br /> <br /> The following persons spoke in opposition of this item: <br /> <br /> Mr. Quincy Rhodes, Val Vista resident, stated that traffic is getting worse on <br />Hopyard Road, and that the speed limit is not enforced. He stated there are many <br />trucks at night which create noise in this area. <br /> <br /> Mr. Bill Christensen, 7979 Hillsboro Court, asked if a traffic study had been <br />completed in connection with this application. Mr. Warnick advised that a traffic <br />study had been done on the North Pleasanton area, and that it revealed the need for <br />widening of Hopyard Road even without any commercial/industrial development in this <br />area. Mr. Christensen suggested the installation of off-ramps from West Las Positas <br />Boulevard onto 1-680 to relieve traffic congestion on Hopyard Road. <br /> <br /> Mr. Rick Vann, Hopyard Road area, stated he did not feel there is a need to <br />widen Hopyard Road. He stated it is very difficult to cross Hopyard Road at this <br />time, and if it is widened it will be even more difficult to get across. Mayor <br />Mercer advised that the property safety devices will be installed to insure easy <br />crossing of Hopyard Road. Mayor Mercer also advised that off-ramps from West Las <br />Positas Boulevard would have to be financed by the City, which was not feasible. <br /> <br /> 4. 7/28/81 <br /> <br /> <br />
