Mr. Gerald Goudreau, 5451 Corte Paloma, addressed the Council regarding the
development in Pleasanton and suggested the entire tri-valley area should be taken
into consideration when approving new business parks and residential development.
He particularly expressed concern over the development of the North Bluff area and
its effect on the tri-valley area as a whole. Councilmember Mercer indicated that
the North Bluff area is being developed by the County of Alameda due to the fact
that Livermore has a no-growth position and refused to annex the property. This
is one of the reasons Councilmember Mercer has always supported annexation; so that
cities can control the development of property in their sphere of influence.

Ms. Margaret Tracy, 1262 Madison, Livermore, addressed the Council regarding
her desire to valley unity and began to speak regarding the Hacienda project.
Councilmember Mercer indicated she should be speaking at a later point on the agenda
when the Hacienda subject is before Council and she retired from the podium.

PUBLIC HEARINGS
Application of the City of Pleasanton to rezone approximately 13 acres of land
located'on the south si~e of Bernal Avenue extension between the eastern side of
the right-of-way of the Western Pacific Railroad Company and the eastern side of
the ri~ht-of-wa~ of the Southern Pacific Transportation Company from the "O"
(OffiCe) and "I-P" (Industrial P~r~) District and to prezone approximately 16
acres...~djacent and to the south for a total of approximately 29 acres to the PUD
(Planned Unit Development)-Hi~h Density Residential District or to any other zon-
ing district consistent with the General Plan

On the basis of an Initial Study of the potential environmental impacts of the
project~ the Director of Planning and Community Development has determined that
the proposed project would not havJ anyjotential siMnificant adverse effects on
the environment and that an environmental impact report need not be prepared.
This Initial Study is available for review at the Planning Division, 200 Bernal
Avenue~ Pleasanton.
