It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, that <br /> Resolution No. 82-209, approving the appointment of the above candidates to the <br /> General Plan Review Steering Committee, be adopted. <br /> The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Wood, and Vice Mayor Mohr <br />NOES: None <br />ABSENT: Mayor Butler <br /> <br /> Councilmember Mercer emphasized that the committee is a steering committee and <br />is charged with determining the scope of the General Plan review, and should come <br />back to the Council as soon as possible with a recommended scope of study, an esti- <br />mate of the time required, and an estimate of financial requirements for consultants, <br />etc. <br /> <br /> Council directed the City Manager to write to the above persons to notify them <br />of their appointment to the Steering Committee and also to write to those not appointed <br />to the Steering Committee to express the Council's hope that they will be interested in <br />being on the General Plan Review Committee. <br /> <br /> Councilmember Brandes and Vice Mayor Mohr presented a brief review of their meetings <br />with Supervisor Excell regarding the new facility at Santa Rita Prison. No agreement <br />has been reached on this matter and it is not yet before the Board of Supervisors. <br />Councilmember Brandes indicated his desire to have the facility moved as far north as <br />possible, perhaps up to 8th Street and that as new buildings are built, the old ones <br />will be razed simultaneously so as not to increase the prison population. Vice Mayor <br />Mohr also indicated her concern regarding the construction of the Hayward pre-trial <br />holding facility and wanted the Board of Supervisors to give some kind of guarantee <br />that they will go ahead with its completion. Councilmember Wood also indicated his <br />concern regarding the release and transportation system and would like to impose a con- <br />dition that prisoners would be released in Oakland or Hayward. Following additional <br />discussion, Council determined that Supervisor Excell had offered nothing new in his <br />letter and, as such, there are no mitigations for the concerns over which the Council <br />felt an Environmental Impact Report was necessary. Without some mitigation measures <br />Council still felt an EIR should be prepared. <br /> <br /> Councilmember Wood suggested that Council should put $200.00 into a Secret Witness <br />fund in order to apprehend the vandals who destroyed the trees in the Val Vista area. <br />Councilmember Brandes indicated suggestions from the Police Chief should be solicited <br />regarding how to pursue such a program. Councilmember Mercer stated that if Council <br />is going to put up money regarding the Val Vista vandals, it should also put in $200.00 <br />to find out who was responsible for putting "KKK" on a black family's garage door. It <br />was moved by Councilmember Wood, and seconded by Councilmember liercer, that Resolution <br />No. 82-210, establishing a Secret Witness Program and allocating $200.00 to be used <br />regarding the vandalism in Val Vista, and $200.00 be used regarding the "KKK" incident, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Wood, and Vice Mayor Mohr <br />NOES: None <br />ABSENT: Mayor Butler <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Ms. Judy Mayhew, 5584 San Jose Drive, presented a letter from Golden State Aquatics, <br />inviting Council to attend its annual "Aquathon" at the Pleasanton Aquatic Park.
