133 <br /> <br /> Application of Prudential Insurance Company of America and Callahan-Pentz Properties <br /> for Planned Unit Development-Industrial/Commercial and Offices zoning and development <br /> plan approval of a 572 acre "b~'siness park" to include approximately 16 net acres of <br /> "~arden" offices, 62 net acres of ~eneral offices, 51 net acres of "midrise" offices, <br /> 48 net acres of industrial warehousing, 282 net acres of research and development/ <br /> light manufacturing, and 39 net acres of retail/commercial/financial development with <br /> the remainin~ approximatel~ 75 acres to be used for street and flood channel ri~ht- <br /> of-way purposes~ to be located on the east side of Hopyard Road between the Arroyo <br /> Mocho and a point approximatel~ 1400 feet south of 1-580 and extendin~ east to the <br /> tracks of the Southern Pacific Transportation Company. The property is currently <br /> zoned P.U.D./C-F (Planned Unit Development/Commercial Freeway)~ Office~ Industrial <br /> Pa.rk~ Light Industrial~ and General Industrial. The Cit7 Council may recommend any <br /> zonin~ for the property consistent with the General Plan <br /> <br />An Environmental Impact Report (EIR) has been prepared for this project and copies <br />are available for review at the Plannin~ Division~ 200 Bernal Avenue~ Pleasanton~ and <br />at the Pleasanton Library~ 4333 Black Avenue <br /> <br /> Mr. Harris presented his reports (SR 82:206 and SR 82:207) dated June 2, 1982, <br /> regarding these items. <br /> <br /> Mr. Swift presented an additional staff recommended condition which would require <br />that the developer enter into an agreement designed to protect the City from future <br />claims should portions of the project be delayed due to its failure to meet any of <br />the PUD conditions. <br /> <br /> Mr. Joe Callaban, representing Callahan Pentz Properties and Prudential Insurance <br />Company, made a slide presentation regarding the project. He stated that Hacienda <br />Business Park will be a high quality general use business park in the City of Pleasan- <br />ton that will lead to some significant benefits for the City but which also has a <br />variety of associated problems that must be dealt with so as not to have serious ad- <br />verse impacts on the public. Mr. Callahan stated that Pleasanton was selected after <br />a review of several locations because of its ideal location, access to people, and <br />surplus labor force. He stated the goal is to set high standards, establish neces-. <br />sary controls, and have a maximum quality master plan. He presented the team of con- <br />sultants who have worked on the proposed plan for the business park~ Mr. Callahan <br />stated that Phase 1 will consist of 573 gross acres. He presented slides as follows: <br />aerial view of the Phase 1 site, stating that the land use of this area has been de- <br />signated commercial and industrial in the General Plan since 1964; and a land use map <br />for the property setting forth the proposed land uses of Phase 1. <br /> <br /> Mr. Callahan stated that with regard to item 2 of the General Plan amendment appli- <br />cation, he would propose that the policy be revised rather than deleted, so that it <br />state that all truck traffic generated from properties in this area utilize interior <br />project streets and Hopyard Road north of Gibralter Drive only. He further urged that <br />item 5 of the General Plan amendments regarding the balance among land uses within the <br />planning area, not be adopted so that the existing policy be retained rather than re- <br />vised as proposed by staff. Mr. Callaban stated it was his opinion that estimates of <br />jobs in Pleasanton were overstated and that as the various industrial projects build <br />out over time, Pleasanton will be able to maintain a balanced community with its exist- <br />ing General Plan. <br /> <br /> Mr. Roger McErlane, P.O.D., landscape architect for the proposal, continued the <br />slide presentation showing the following: illustrative plan of the total development <br />street scape, showing circulation, road system, pedestrian circulation, bike paths, <br />bus stops and bus shelters; landscape plan showing public service easements, sidewalks, <br />street trees, and setbacks of 33' and 50'; initial landscape installation; Section A - <br /> <br /> 4. 6/8/82 <br /> <br /> <br />
