He stated that a <br />homeowners association is being formed with a full-time employee to enforce regula- <br />tions and restrictions. He reviewed the CC&R's and stated the City also has control. <br /> <br /> Mr. Callaban continued the slide presentation as follows: illustrative plan of <br />Site 1 commercial showing mixed use of commercial and general office; prospective of <br />project in Spanish style; aerial prospective of 2-3 story office buildings; birdseye <br />prospective of 2-3 story office building; site plan at southeast corner of Hopyard <br />Road and Inglewood showing 2-3 story.general office use buildings; birdseye prospec- <br />tive of 2-3 story general office use buildings; site plan of proposed midrise office <br />project; aerial prospective of midrise office project; typical 2 story office and <br />research development project and site plan; site plan for general use warehouse pro- <br />ject; elevation of general use warehouse project; impacts and mitigation measures <br />relative to flood, noise, traffic, and air quality; assessment district for the North <br />Pleasanton area; and fiscal impact analysis for next ten years. Mr. Callahan con- <br />cluded his presentation by stating that it is his objective to propose the best pos-I <br />sible quality development which will be an asset to the City of Pleasanton. <br /> <br /> Mayor Butler declared the public hearing open. <br /> <br /> The following persons spoke in favor of the items: <br /> <br /> Mr. John Innes, 1586 Foothill Road, stated that Mr. Callahan's project is one of <br />the finest industrial projects he has ever seen in his working career as one who rents <br />property of this type. He stated the type of buildings and the conditions imposed bY <br />Mr. Callahan himself as well as the City will bring the type of development and growth <br />to the City of Pleasanton which is necessary to go into the year 2000. Mr. Innes <br />stated he had some reservations regarding the total development of the North Pleasan- <br />ton property and its effect on the community. He stated there is need for an overall <br />plan for North Pleasanton and the area effected by its influence. He stated the con- <br />ditions imposed on the Hacienda Business Park are good and that these conditions are <br />needed on every business project that will come to Pleasanton so that each will be <br />beneficial to Pleasanton. Mr. Innes requested that Council consider the establishment <br />of a General Plan Review Committee to review the General Plan of Pleasanton, parti- <br />cularly industrial land as designated on the General Plan. He stated this committee <br />could be implemented by Council selecting a reasonable number of people (8-12) as a <br />steering committee which would be representative of the community as a balance of all <br />views; and that the City Council from this group select two co-chairpersons represent- <br />ing the divergent views of the community so that all concerns will be addressed. The <br />steering committee would be charged with undertaking, over a reasonable period of time, <br />a proper evaluation of traffic, water, air quality, and sewage within the present City <br />limits and sphere of influence, with the scope of the review subject to Council re- <br />view and approval. He asked Council to obtain the services of an independent consult- <br />ing firm who would assist in their work.
