Councilmember Mercer stated he was opposed to a Valley-wide <br />agency but would support creation of a citizens General Plan Review Committee. <br />Councilmember Mohr suggested that the steering committee be selected by the Mayor. <br />Mayor Butler stated he felt the steering committee should be selected by the entire <br />Council. After further discussion, it was moved by Councilmember Wood, and seconded <br />by Councilmember Mercer, to establish a citizens General Plan Review Committee to <br />review the industrial land uses within the City of Pleasanton, said review to be <br />accomplished in the following manner: Council will select a steering committee of <br />8-12 people who will be charged with recommending to the Council the scope of work <br />for the full committee, the method of doing it, and the time schedule; upon approval <br />by Council, funds for necessary consultant studies would be made available; sub- <br />committees would then be formed which would be open to anyone wishing to put in the <br />time and effort to serve as a member of the review committee; and committee recommend- <br />ations would then come back to Council for potential action. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> The City Council then turned to consideration of the Hacienda Business Park PUD <br />application. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, in <br />accordance with the California Environmental Quality Act, that the Council make the <br />findings relative to significant impacts contained in the staff report and as re- <br />commended by the Planning Commission, noting that although all feasible changes or <br />alterations have been made or required in the plan which mitigate or avoid potentially <br />significant impacts, some significant impacts remain which are either unmitigatible- <br />entirely or are within the jurisdiction of other agencies, but that the economic, <br />social, and environmental benefits of the project outweight the remaining significant <br />environmental impacts. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Mohr stated she would like to see some high density zoning on the <br />property, but would not oppose the project if this is not included. Councilmember <br />Mercer disagreed, stating that as the project develops the Council can "track" the <br />project's effects and can add residential uses later if necessary; he also noted <br />the planned assessment district would be adversely affect by such a change. The <br />consensus of the Council was that residential uses are inappropriate at this time. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Wood, that <br />design review of every parcel being developed, be considered by Planning Commission <br />and the City Council; tentative maps and conditional use permits would be heard by <br />the Planning Commissipn only unless appealed, as is normally the case. <br /> <br /> 15. 6/8/82 <br /> <br /> <br />
