113 <br /> <br /> (2) that until such time as Hacienda Drive interchange is constructed, all <br /> truck traffic generated by the development, including trucks used in <br /> construction activities, shall be directed northward on internal tract <br /> streets to Gibralter Drive and northward on Hopyard Road to 1-580, after <br /> the Hacienda Drive interchange is constructed all truck traffic shall be <br /> directed to use solely internal tract streets and Hacienda Drive inter- <br /> change; <br /> <br /> (3) increase the planned street width of West Las Positas Boulevard between <br /> Hopyard Road and Santa Rita Road to six lanes; <br /> <br /> (4)generally establish the width of Stoneridge Drive as six lanes for its <br /> full length and its alignment east of Hopyard Road; <br /> <br />due to the revised language of the policies and the incorporation of an accel/decel <br />lane on northbound Hopyard Road: and that a Negative Declaration is appropriate to <br />amend the Noise Element of the General Plan by replacing the interim noise level <br />standards found in Table 5 with new interim noise level standards consisting of the <br />adopted noise level standards of the Federal, Environmental Protection Agency, and <br />the California Noise Insulation Standards, as indicated in the staff report and <br />recommendation, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council' <br />member Mercer, that Resolution No. 82-199, approving t~e application of the City of <br />Pleasanton to amend the Land Use and Circulation Element, the Growth Management Ele- <br />ment, the General Plan Supplement and any other elements of the General Plan where <br />appropriate and necessary to: <br /> <br /> (1) Delete the policy referring to a prohibition of direct vehicular access <br /> to Hopyard Road from adjacent properties between Interstate Freeway 580 <br /> and West Las Positas Boulevard, with the proviso that Hopyard Road be <br /> shown as having a northbound acceleration/deceleration lane in addition <br /> to six through lanes; <br /> <br /> (2) Amend the policy referring to truck traffic routing for the Hacienda <br /> Business Park area to indicate that all truck traffic be routed on <br /> north-south streets to Gibralter Drive and Hopyard Road north of <br /> Gibralter Drive (or Hacienda Drive upon completion of its interchange <br /> with 1-580) rather than making reference to a frontage road; <br /> <br /> (3) Increase the planned street width of West Las Positas Boulevard between <br /> Hopyard Road and Santa Rita Road from four lanes to six lanes; <br /> <br /> (4) Generally establish the width of Stoneridge Drive as a six lane thorough- <br /> fare along its entire length (from Foothill Road to West Las Positas <br /> Boulevard) and its alignment east of Hopyard Road to extend easterly <br /> then southeasterly to meet West Las Positas Boulevard just west of the <br /> Southern Pacific Railroad line after crossing Tassajara Creek; <br /> <br /> (5) Amendthe Noise Element of the General Plan by replacing the interim <br /> noise level standards found in Table 5 with new interim noise level <br /> standards consisting of the adopted noise level standards of the <br /> Environmental Protection Agency and the California Noise Insulation <br /> Standards as contained in the staff report dated June 2, 1982; <br /> <br /> 14. 6/8/82 <br /> <br /> <br />
