He stated he feels strongly that a balanced <br />community should be formed. Mr. Callahan stated he is extremely disappointed that <br />the opponents felt they had not been properly notified or informed as he has used <br />every means available to insure that all Pleasanton residents had access to every <br />available information, and that he is still willing to meet with anyone to further <br />explain the project and to answer any questions they may have. He stated there will <br />be a regional traffic study as part of the Assessment District Environmental Impact <br />Report which will include the entire Livermore-Amador Valley. Mr. Callahan stated <br />he disagreed with the technical comments presented tonight relative to noise and air <br />quality. He stated that noise standards were adopted that are reasonable and can be <br />enforced. He stated there are 26 bus stops within the business park to provide for <br />ample mass transit. Mr. Callahan stated that the set of conditions imposed on this <br />business park will give ample power to the City for control of development. <br /> <br /> Dr. Mike Hogan, Earthmetrics, stated that the noise standards proposed were those <br />recommended by the Environmental Protection Agency as the most stringent, realistic <br />levels attainable. He stated that after mitigation there would be primarily benefi- <br />cial impacts as noise levels in most areas would decrease and virtually all are ex- <br />pected to be able to meet the 60 dB Ldn standard. He stated the air quality figures <br />presented by one speaker were incorrect, that the Valley is one of the better air <br />quality areas in the bay area, with only ozone a problem. He stated the smog im- <br />pacts are not potentially significant. Mr. Hogan stated that two speakers alluded <br />to carbon monoxide emissions percentage increases; he stated these were misleading <br />because of the previously vacant land. He stated the air quality levels in the re- <br />port are correct. Mr. Hogan stated the model used for the report has been used and <br />approved in more than 60 projects in the last several years and he had been in con- <br />tact with ABAG and the Bay Area Air Quality ManagementDistrict. He felt the model <br />used for CO modelling had a magnitude of error of 1.2-1.6. <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing closed. <br /> Mayor Butler recessed the meeting at 1:00 A.M. <br /> <br /> Mayor Butler reconvened the meeting at 1:05 A.M. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br />member Mercer, that Resolution No. 82-197, certifying that the Environmental Impact <br />Report for the project PUD-81-30, application of Prudential Insurance Company of <br />America and Callahan-Pentz Properties, has been completed in compliance with the <br />provisions of the California Environmental Quality Act and that the City Council <br />certifies that it has reviewed and considered the information in the EIR, be adopted. <br />Mayor Butler noted that the only questions concerning the adequacy of the EIR con- <br />cerned air quality and that these were satisfied in the final Environmental Impact <br />Report and by Mr. Hogan of Earthmetrics. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> After further discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Mercer, that Resolution No. 82-199, determining on the basis of a re- <br />view of initial environmental study done for this project, that a Negative Declara- <br />tion is appropriate for the following: <br /> <br /> (1) delete the ~olicy referring to a prohibition of direct vehicular access <br /> to Hopyard Road from adjacent properties between Interstate Freeway 580 <br /> and West Las Positas Boulevard; <br /> <br /> 13. 6/8/82 <br /> <br /> <br />
