385 <br /> <br /> The following persons spoke in opposition to the item: <br /> <br /> Ms. Lori Burns, 2196 Tanager Court, stated that Tanager Court is too narrow to <br /> handle any increase of traffic into the subject property. She stated she opposed <br /> apartment complexes this near to a residential area; that Pleasanton has enough land <br /> to provide apartment housing away from residential areas. Mr. Harris advised that <br /> no development plans have been submitted for this property; the application is re- <br /> quired in order to bring the property in conformance with the General Plan. Ms. <br /> Burns requested the item be continued for further review of the rezoning to single- <br /> family residential only. <br /> <br /> Ms. Julie Larson, Tanager Court, stated she concurred with the previous speaker <br /> and that most people on Tanager Court feel the same. She stated that approval of <br /> this application could effect their property values, degrade the integrity and qua- <br /> lity of the neighborhood, and adversely impact their life style. She stated she <br /> would like the area rezoned single-family residential, 1-story dwellings. <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing <br /> closed on the application and the negative declaration. <br /> <br /> Councilmember Mercer stated he was concerned about ingress and egress to the <br /> property and traffic flows on Santa Rita Road and Valley Avenue. He stated he was <br /> not in favor of changing the General Plan to allow multiples at this location but <br /> did feel that two-story residences should be allowed. <br /> <br /> Mayor Butler suggested putting this property in a Study District to allow further <br /> review of the zoning. Councilmember Mercer stated he favored changing the General <br /> Plan designation for this area. <br /> <br /> Dr. Ralph Juhl, one of the property owners, stated that there are two pieces of <br />property involved in the subject application and that his property at 4365 Valley <br />Avenue consisting of 1.78 acres is currently zoned R-1-6500 single-family residential <br />and the other parcel consisting of 7.01 acres is zoned "A" Agricultural. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br />member Wood, that Resolution No. 82-166, denying the application of the City of <br />Pleasanton to rezone approximately 8.8 acres of land (4323 and 4365 Valley Avenue) <br />located on the north side of Valley Avenue adjacent and to the west of the Valley <br />Plaza Shopping Center from the "A" (Agricultural) and R-1-6500 '(Single-family Resi- <br />dential) District to the PUD (Planned Unit Development) High Density Residential <br />District, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> After further discussion, it was moved by Councilmember Brandes, and seconded <br />by Councilmember Mercer, to initiate a change in the General Plan land use designa- <br />tion of the property at 4323 and 4365 Valley Avenue from "High Density Residential" <br />to "Medium Density Residential" and also to initiate rezoning of the 7.01 acre parcel <br />at 4323 Valley Avenue to the R-1-6500 (Single-family Residential) District or to any <br />other zoning district in conformance with the Medium Density Residential General Plan <br />land use designation. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> No action was taken on the Negative Declaration due to the above actions. <br /> <br /> 5. 5/25/82 <br /> <br /> <br />
