425 <br /> <br />Oiler regarding her problem and felt with the annexation of the Auf der Maur property <br />that maybe Ms. Oiler~s property might be contiguous to the City. After discussion, <br />Mayor Butler advised Ms. Oiler to make a formal request to the City staff, so that <br />they could review the matter further and make a recommendation to Council relative <br />to annexation of this property. <br /> <br />PUBLIC HEARINGS <br />Closure or Partial Closure of the Secretariat Drive connection to Hopyard Road <br /> Mayor Butler stated that a petition had been received from the residents of <br />Secretariat Drive complaining of speeding and reckless driving by vehicles utilizing <br />the Secretariat-Northway route as a shortcut between Hopyard Road and Valley Avenue. <br /> <br /> Mr. Warnick presented his report (SR 82:166) dated May 5, 1982, stating that a <br />memo was sent to approximately 140 residents of Secretariat Drive, Heatherlark Circle, <br />Goldcrest Circle, and Northway Road, requesting their opinion on whether they pre- <br />ferred partial closure or complete closure of Secretariat Drive. He advised that <br />responses were received from 71 residents; of which 27 favored the partial closure <br />of Secretariat, 20 favored total closure of Secretariat at Hopyard, and 24 indicated <br />that they were opposed to any changes at the Secretariat/Hopyard intersection. <br /> <br /> Mayor Butler declared the public hearing open on this item. <br /> <br /> Mr. Bob Fagllano, 2595 Secretariat, stated it was his opinion that the complete <br />closure of the road would serve the taxpayersT best interests. He stated that traffic <br />coming from Northway Road southbound onto Secretariat created a very dangerous situa- <br />tion. <br /> <br /> Mr. Robert Compton, Jr., 2343 Goldcrest Circle, stated that if Secretariat is <br />closed it will cause more traffic on the Hopyard frontage road in front of Goldcrest <br />Circle. He suggested that Secretariat be closed at Northway Road. <br /> <br /> Mr. Stan Ekstrom, 2581 Secretariat, asked if a traffic study had been done at <br />this location. Mr. Warnick advised that one had not been taken at this site; that <br />the report was done based on observations of the Police Department. Mr. Ekstrom <br />stated the greatest amount of speeding traffic is toward Hopyard from Valley, and <br />that he favored total closure of Secretariat at Hopyard. <br /> <br /> Mr. Andrew C. Plaine, 2134 Goldcrest Circle, presented a petition signed by 65 <br />residents of Goldcrest and Heatherlark, stating that to close Secretariat or partially <br />close it will only cause traffic hazards at the Goldcrest/Hopyard intersection and in- <br />convenience the residents generally; and asking Council to reconsider the current pro- <br />posals and allow further opportunity for comment. He requested that consideration be <br />given to building a turning circle at the Hopyard end of Secretariat thereby creating <br />a cul-de-sac, and to build a new entrance to the Hopyard Frontage Road further south <br />of its current location. He added that the closure of Secretariat at Hopyard would <br />have the following consequences: (1) Virtually all Goldcrest/Heatherlark residents <br />would have to enter and exit by the Goldcrest-Hopyard intersection, and is this <br />intersection capable of handling the traffic flow? (2) following on from this; there <br />are no traffic control signs at the intersection of Goldcrest and Hopyard frontage <br />road; (3) residents of Heatherlark Circle, particularly would have to "double back" <br />if entering from southbound Hopyard or use Valley/Northway/Secretariat and cause more <br />thru traffic on Secretariat; (4) motorists wishing to take a shortcut from Valley to <br />Hopyard or vice versa will still be able to use the Secretariat shortcut, i.e., in- <br />stead of entering/exiting Hopyard from Secretariat they will be able to do so from <br />Goldcrest thereby lengthening the "racetrack"; and (5) has proper consideration been <br />given for the adequate ingress and egress of emergency vehicles such as fire trucks, <br />ambulance, etc. <br /> <br /> 4. 5/11/82 <br /> <br /> <br />
