427 <br /> <br />cilmember Brandes withdrew his motion. Councilmember Brandes asked if Council <br />waited until the May 25th meeting to take action on this item, would they still <br />be within the time frame to do this. The City Attorney stated that might not allow <br />enough time but that action could be taken in Executive Session tonight. It was <br />moved by Councilmember Brandes, and seconded by Mayor Butler, that the City take <br />appropriate legal action against the County of Alameda regarding the negative de- <br />claration on the proposed Santa Rita jail facility, and requesting that an Environ- <br />mental Impact Report be required. Councilmember Mercer stated he felt no action <br />should be taken until additional information regarding the ramifications of such <br />action and the costs associated thereto are discussed with the City Attorney. After <br />further discussion, Councilmember Brandes withdrew his motion, and Mayor Butler with- <br />drew his second. Mayor Butler stated this matter would be discussed in Executive <br />Session. <br /> <br /> Councilmember Brandes requested Council concurrence to instruct staff to inves- <br />tigate the availability of municipal fire insurance as it relates to protection within <br />the community in order to reduce the City's homeowners' fire expense. He stated that <br />Mountain View and possibly Livermore have pursued this approach, for possible alter- <br />natives to reducing costs. Council concurred. <br /> <br /> Councilmember Brandes stated that large trucks are parking for long period of <br />time on First Street in front of the park area. Mr. Walker advised that trucks are <br />allowed to park in this area only on First Street. Councilmember Brandes requested <br />that the Staff Traffic Committee investigate the possibility of prohibiting the park- <br />ing of all trucks over 20 feet in length on the entire length of First Street that <br />does not already have No Parking regulations, and to report back to Council on this <br />matter. <br /> <br /> Mayor Butler advised that with regard to the dirt quarry on Foothill Road-and <br />the problem of conditions being enforced; that negotiations have been going forward <br />with the owner of that operation and he has indicated that he is willing to agree <br />to the conditions that were applied by the County. Mr. Walker stated that the City <br />staff has prepared a schematic plan of what is felt should be done on Foothill Road <br />at the quarry site, and that the City and the quarry owner will work together to get <br />the problems resolved. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmember Wood stated he had been in contact with Sheriff Dyer regarding the <br />release of prisoners at the gate at Santa Rita jail. He advised that several alter- <br />natives are being considered at this time, i.e., furnishing released prisoners with <br />bus tickets; coincide releases with bus schedules; use BART busses deadheading back <br />to the bus barns to be routed through Santa Rita to pick up released prisoners; and <br />possible use of SFI to furnish transportation on a voluntary basis. <br /> <br /> Councilmember Wood stated he was presented at the Human Services Commission meet- <br />ing at which time they discussed the recent seminar on alcohol and drug abuse, stating <br />they felt it was a very successful program and were pleased with the turnout of the <br />community, schools, and City staff. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Ms. Margaret Oiler, owner of property on Linden Way for eighteen years, stated <br />she would like very much to annex this property to the City. She stated she had <br />formally requested this action in December, 1981, in order to get water and sewer <br />services, but had been denied by the Council. She stated she had also been to the <br />County regarding this matter but had not been able to get the needed services. Mayor <br />Butler stated that the City does not have complete flexibility to annex'property that <br />is not adjacent to the City limit. Mr. Walker advised there were no City streets in <br />this area for emergency vehicles. Councilmember Mohr stated she had talked with Ms. <br /> <br /> 3. 5/11/82 <br /> <br /> <br />
