443 <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Mohr, to <br />approve the proclamation commending the Pleasanton Rotary Club for initiating a <br />program in Pleasanton to identify and locate all fire hydrants by placing a blue <br />reflective marker in the street. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />Recognition of Action Taken by Park Department Employees Ed Murdock and Jac Johnson <br /> Mr. Walker presented his report (SR 82:150) dated April 21, 1982, regarding <br />this matter. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, <br />authorizing the Mayor to send a letter of commendation to Ed Murdock and Jac Johnson, <br />of the Parks Department, commending them for their emergency assistance at a first <br />aid call on April 15, 1982, at 393 West Angela Street. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />Matters for the Information of the Council <br />Replacement Facilities at Santa Rita Rehabilitation Center <br /> Mr. Harris presented his Information Report (IR 82:13) dated April 20, 1982, <br />regarding replacement facilities at Santa Rita Rehabilitation Center, stating that <br />staff feels that the negative declaration prepared is appropriate for the project <br />since it is considered replacement housing and would not effect the County's overall <br />plans for correctional facilities. <br /> <br /> Councilmember Brandes stated the City Council has taken a position many times <br />previously to make it clear they did not believe any prison additions, maximum or <br />minimum security, should be allowed; that any increase in facilities would be de- <br />trimental to the community. He stated he felt it is imperative to again voice the <br />City's concerns regarding this matter. He stated the Negative Declaration states <br />that public controversy is shown as "unknown". He stated Council should make every <br />effort to make absolutely sure that the County understands how this City Council and <br />the community feel about existing conditions and future development. <br /> <br /> Councilmember Mercer stated he had met with Sheriff Dyer in an attempt to get <br />prisoners released at some other point than the gate at Santa Rita Prison. He <br />stated that some are now being released in Dublin near K-Mart. He added that he <br />did not think that lobbying the Board of Supervisors would accomplish any favorable <br />results. Councilmember Mercer stated that as far as the negative declaration is <br />concerned, he strongly felt that an Environmental Impact Report should be required. <br /> <br /> After discussion, it was moved by Councilmember Mercer, and seconded by Council- <br />member Brandes, instructing staff to respond to the Negative Declaration for replace- <br />ment facilities at Santa Rita Rehabilitation Center, specifically relative to public <br />controversy indicated as "unknown", and to indicate that Council feels the Negative <br />Declaration is inadequate and that a full Environmental Impact Report should be <br />required to show how overcrowding and security problems will be corrected as a re- <br />sult of the proposed construction. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> 8. 4/27/82 <br /> <br /> <br />
