441 <br /> <br /> Councilmember Mohr stated it should be emphasized that Council wants to be <br /> included and have a strong voice in these development plans but are not opposed <br /> to improvement of the Santa Rita facility. <br /> <br />Proposed Resolution Establishing Stop Intersections in Connection with the <br />Extension of Peters Avenue <br /> Mr. Warnick presented his report (SR 82:145) dated April 21, 1982, regarding <br /> this matter. <br /> <br /> Mayor Butler stated he was concerned that perhaps the time to all these stop <br />signs is when the traffic warrants it. Mr. Warnick advised that he felt this will <br />encourage drivers to use Peters Avenue instead of Main Street. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, that <br />Resolution No. 82-144, approving that stop signs be installed at the following loca- <br />tions: (1) Peters Avenue at its intersection with Bernal Avenue; (2) West Angela <br />Street (both directions) at its intersection with Peters Avenue; (3) Rose Avenue <br />(both directions) at its intersection with Peters Avenue; and (4) St. Mary Street <br />(four-way) at its intersection with Peters Avenue, and removing the existing stop <br />signs on Peters Avenue at Rose Avenue, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />Acceptance of Tract 4432~ Country Fair~ Unit 1 - Ponderosa Homes <br /> Mr. Warnick presented his report (SR 82:151) dated April 22, 1982, regarding this <br />matter. <br /> <br /> Councilmember Brandes stated he was concerned about the landscaping and mainte- <br />nance regarding this project. Mr. Warnick presented a letter dated April 27, 1982, <br />from Ponderosa Homes stating that at the present time Ponderosa Homes has a mainte- <br />nance contractor under contract to maintain the landscaping on Valley Avenue, and <br />that Ponderosa Homes will work with the City to bring the landscaping up to the <br />plans and specifications. Councilmember Brandes stated he had concerns about Pon- <br />derosa Homes living up to their commitment because of past performance. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br />member Mercer, to continue the acceptance of Tract 4432, Country Fair, Unit 1 - <br />Ponderosa Homes, to the meeting of May 11, 1982, to allow the developer time to <br />comply with the landscape maintenance agreement. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Introduction of an ordinance which would ban the sale of dru5 paraphernalia <br /> Mr. Swift presented his report (SR 82:156) dated April 22, 1982, regarding <br />this matter. <br /> <br /> Mr. Swift advised that SB-341 regarding a state ban on the sale of drug para- <br />phernalia is still alive, it is in the Assembly after being passed by the Senate <br />but that hearings have twice been postponed by the Criminal Justice Committee. <br /> <br /> Mayor Butler presented a letter from Phyllis J. Swibel, 4155 Peregrine Way, <br />dated April 27, 1982, strongly supporting control and restriction upon the sale of <br />drug paraphernalia and/or establishment of "head shops" in the City. <br /> <br /> 9. 4/27/82 <br /> <br /> <br />
