267 <br /> <br /> Councilmember Mohr stated she supports staff recommendations that stop signs <br /> not be installed at these locations. She stated there is a tendancy for vehicles <br /> to travel on Black Avenue now rather than on Valley Avenue because of the stop sign <br /> already there, and she was concerned that if more stop signs are installed that more <br /> vehicles would travel on Black Avenue and create additional problems on that street. <br /> <br /> Mayor Mercer stated the neighbors in the area of Valley Avenue and Greenwood Road <br /> are pleased with the stop sign there and that it makes a safer crossing area for the <br /> children and their activities at the nearby school. He stated that in spite of the <br /> recommendations of the staff report he strongly felt additional stop signs should be <br /> installed on Valley Avenue, and in the long run it will avoid some major accidents. <br /> <br /> Councilmember Kephart stated he felt staff has taken the appropriate action, and <br /> withdrew his second to the above motion. <br /> <br /> The motion died for lack of a second. <br /> <br /> Councilmember Mohr suggested that the Police Department be directed to place <br /> emphasis on speed control on Valley Avenue for a period of time. Mayor Mercer stated <br /> he wanted a long-range solution to the problem, and felt the Police Department has <br /> more important things to do. <br /> <br /> The time having reached 9:00 p.m., the Council took up item Be, which was post- <br /> poned earlier. <br /> <br /> PUBLIC HEARINGS (Contd.) <br />Application of Meadow Plaza Associates for P.U.D. (Planned Unit Development) zoning <br />and development plan approval for a commercial and office project consisttn~ of five <br />structures totalling approximately 88~000 s~. ft. on an approximately eight acre <br />site located at the southeast corner of West Las Positas Boulevard and Santa Rita <br />Road. Included in the project is a list of proposed uses for the site. Zoning for <br />the property is C-N (Neighborhood Commercial) District. The City Council may re- <br />commend any action relative to the proposal consistent with the General Plan <br /> <br />On the basis of an Initial Stud7 of the potential environmental impacts of the <br />project~ the Director of Planning and Community Development has determined that <br />the proposed project would not have any potential significant adverse effects on <br />the environment and that an environmental impact report need not be prepared. This <br />Initial Study is available for review at the Planning Divtsion~ 200 Bernal Aven~e~ <br />Pleasanton. Comments on this decision may be directed to either the Planning staff <br />prior to the above meetin~ date~ or directly to the City Council at the above <br />noticed meetin~ <br /> Mr. Harris presented his report (SR 82:101) dated March 15, 1982, regarding this <br />matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the negative <br />declaration. <br /> <br /> Mr. Dailey, 3949 West Las Positas, stated he felt the people in this neighborhood <br />need a local shopping center. He requested Council to condition the application so <br />that the entire shopping center would be constructed at one time; not the office com- <br />plex first. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing closed <br />on the application and the negative declaration. <br /> <br /> 9. 3/23/82 <br /> <br /> <br />
