331 <br /> <br />On the basis of an Initial Study of the potential environmental impacts of the <br />~roject, the Director of Plannin8 and Community Development has determined that <br />the proposed project would not have any potential significant adverse effects on <br />the environment and that an environmental impact report need not be p. repared. This <br />Initial .S.tudy is available for review at the Planning Division~ 200 Bernal Avenue, <br />Pleasanton. Comments on this decision may be directed to either the Plannin~ staff <br />prior to the above meeting date~ or directly to the City Council at the above <br />noticed meetin~ <br /> Mr. Harris presented his report (SR 82:105) dated March 15, 1982, regarding this <br />matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the negative <br />declaration. <br /> <br /> Mr. Joe Calabrigo, Land Use, representing the applicants, stated this action is <br />in response to changes since the 1968 General Plan planned and zoned the site RM-15. <br />He advised the Mackay property adjacent was at that time Neighborhood-Commercial but <br />has since been zoned R-1-6500. He stated the single-family zoning is in keeping with <br />the characteristics of the existing surrounding properties. He asked that it be read <br />into the record that the owners of the property have purchased sewer permits allo- <br />cated to this site in excess of the number of units that will be necessary and have <br />the right pursuant to the 1972 Settlement Agreement to transfer a portion of those <br />units to other Ponderosa properties which are entitled to sewer permits under a <br />similar priority list. In response to a question, Mr. Calabrigo stated the developer <br />will be responsible for improving a small portion of Valley Avenue. <br /> <br /> Mr. Frank C. Brandes, Jr., 6889 Corte Sonada, stated that Del Prado residents <br />feel this is appropriate zoning for this property and support the application. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing closed <br />on the application and the negative declaration. <br /> <br /> It was moved by Councilmember Kephart, and seconded by Councilmember Mohr, that <br />Resolution No. 82-103, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's buidelines and that a negative declaration is appropriate to <br />rezone two parcels of land totalling approximately 9.8 acres located at the northwest <br />corner of Paseo Santa Cruz and Valley Avenue from the RM-15 (Multi-family Residential) <br />District to the R-1-6500 (Single-family Residential) District, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Kephart, that <br />Ordinance No. 1034, to be read by title only and waiving further reading thereof, <br />approving the application of Ponderosa Homes and Pleasanton Developer Group to rezone <br />two parcels of land totalling approximately 9.8 acres located at the northwest corner <br />of Paseo Santa Cruz and Valley Avenue from the RM-15 (Multi-family Residential) Dis- <br />trict to the R-1-6500 (Single-family Residential) District, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br /> 7. 3/23/82 <br /> <br /> <br />
