The City Council <br />.may recommend any zoning for the property consistent with the General Plan <br /> <br />On the basis of an Initial Study of the pq.tential environmental impacts of the <br />project, the Director of Planning and Communit~ Development h~s determined that <br />the p.roposed. project would not have any potential significant adverse effects on <br />the environment and that an environmental impact report need not be prepared. This <br />Initial Stud~ is available for review at the Planning Div. ision~ 200 Bern~.l A~en~e, <br />Pleasanton. Comments on this decision may be directed to either the Plannin~ staff <br />prior to the above meetin~ date, or directly t0 the City Council at the above <br />noticed meeting <br /> Mr. Harris presented his report (SR 82:104) dated March 15, 1982, regarding this <br />matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the negative <br />declaration. <br /> <br /> Mr. Ted Fairfield, Civil Engineer representing the Hansen Family who have owned <br />the property for many years, stated that annexation is being requested for 230 acres <br />of the total 800 acres of land known as the Kottinger Ranch, and that prezoning is a <br />requirement of LAFCO. He stated there are no development plans at this time, and <br />that in the normal process, no development could occur within the next two years. <br />He advised that PUD zoning is being requested, which gives the Planning Commission <br />and City Council maximum control over development of the property. Mr. Fairfield <br />stated his client is aware that there is no assurance of either permits for sewer <br />or for growth management plan approval for this parcel. <br /> <br /> Ms. Susan C. Long, 3735 Grillo Court, presented a petition signed by 58 residents <br />in the affected area, which read as follows: <br /> <br /> "We the undersigned residents of Pleasanton, would like to be included <br /> in planning the development of the R~ttinger Ranch Area. Our interest <br /> is in preserving the area's beauty." <br /> <br />Ms. Long asked for a definition of "low-density". Mr. Harris advised that meant a <br />maximum of two dwelling units per acre. Ms. Long asked if after this is zoned, could <br />the City Council make changes without the knowledge of the residents in the area? <br />Mr. Harris stated if this property is prezoned PUD, no development can take place <br />until a development plan is presented to Planning Commission and City Council, at <br />which time appropriate notices will be mailed as well as a public hearing notice <br />advertised in the local newspaper. Ms. Long then asked if there will be an Environ- <br />mental Impact Report on the development plans. Mayor Mercer stated there is a nega- <br />tive declaration on the prezoning, and that staff will have to wait for development <br />plans to see if an Environmental Impact Report is necessary. Ms. Long stated she <br />felt an Environmental Impact Report should be required because of the arroyo on this <br />property. Ms. Long asked if the affected residents could be involved in a study <br />session when development plans are considered. Mayor Mercer stated it would depend <br />on the magnitude of the development; that normally any developer is willing to meet <br />with neighborhood associations to explain development plans and to review any con- <br />cerns they might have. <br /> <br /> Ms. Pat Griffin, 1055 Kottinger Avenue, stated she felt the residents of the <br />area should be in on the planning process because they would like to keep the area <br />as beautiful as it is now. <br /> <br /> 5. 3/23/82 <br /> <br /> <br />
