355 Mr. David Herndon, Livermore, Director of Retired Residents, stated he felt this request should be supported. He advised that this type of housing is greatly needed in Pleasanton; that Pleasanton citizens are sometimes required to rent places in Livermore because of the shortage in Pleasanton. He added that this project is desirable and should be reconsidered. Mr. James Griffen, 3036 Chardonnay Drive, stated that after looking at the changes presented he still has concerns regarding density and adverse traffic impacts. He stated he strongly objected to the modification for the same reasons as presented against the old plan. Mr. David Ash, 615 Orofino Court, voiced opposition to this proposed revised project. After discussion, it was moved by Councilmember Butler, and seconded by Council- member Kephart, that the revised plan be found to be a substantial change from the application denied earlier and that Mr. Ed Parfish be allowed to file a new appli- cation, including new application fees and public hearings before the Planning Com- mission and the City Council. The roll call vote was as follows: AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer NOES: Councilmember Wood ABSENT: None Councilmember Kephart requested this item be considered by the Planning Commis- sion at their next meeting in order that it could come back before Council on April 6, 1982, so that he would be able to participate in this matter, before expiration of his term as Councilmember. REPORTS OF THE CITY MANAGER Growth Management Plan Implementation - Mr. Walker presented his report (SR 82:94) datedMarch 4, 1982, regarding this matter. After discussion, it was moved by Councilmember Butler, and seconded by Council- member Mohr, that Resolution No. 82-87, amending the Resolution of Fees and Charges by establishing growth management program application fees in accordance with the staff recommendation, be adopted. The roll call vote was as follows: AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer NOES: None ABSENT: None It was moved by Councilmember Butler, and seconded by Councilmember Mohr, that the City Council set a public hearing for April 6, 1982, 8:00 p.m., Pleasanton Council Chambers, to set target number of units for 1982; determine number of units to be set aside for lower income housing; determine number of units to be made available for smaller projects; determine maximum number of units allowed for each smaller project; and set dates for receipt of applications for smaller projects. 8. 3/9/82
