363 <br /> <br />PUBLIC HEARINGS <br />Appeal of Wanda Aldrich of an adverse decision of the Board of Adjustment denyin~ <br />a variance from the provisions of the Ordinance Code of the City of Pleasanton to <br />allow the addition of a dwelling unit to an existing tri-plex at 4673 Augustine <br />Street without the required number of parking spaces. Zoning for the property is <br />RM-15 (Multiple-family Residential) District <br /> Mr. Harris presented his report (SR 82:87) dated March 2, 1982, regarding this <br />matter. <br /> <br /> Mayor Mercer declared the public hearing open. <br /> <br /> Ms. Wanda Aldrich, appellant, stated that three other apartment complexes in the <br />area do not have adequate parking. She felt she should be afforded the same privi- <br />lege, and added she felt there is sufficient parking for the four units. <br /> <br /> Mr. Art Dunkley, 4672 Second Street, stated that Ms. Aldrich is a major supplier <br />of low income rental housing in Pleasanton. He stated that the existing three units <br />on the property are situated in such a way that it can easily be used for another <br />complex, and that an additional unit will not cause any problems on the street as it <br />is a non-thoroughfare street. Mr. Dunkley statedhe felt the necessary findings <br />could be determined to grant the variance as follows: special circumstances - the <br />lot is a long and narrow strip of property; grant special privileges - several other <br />cases where similar circumstances have occurred in the area; not detrimental to <br />public health and welfare - this project will increase safety; variance will not <br />conflict with present or future traffic volumes; will not cause additioD~l loading <br />on public streets; and no public safety features added by this particular unit. Mr. <br />Dunkley stated he supports granting of the variance to Mrs. Aldrich because it is a <br />good location and the City needs this type of housing. <br /> <br /> Mr. Randy Isaacs, Augustine Street, stated he supports the granting of the <br />variance and feels there is adequate parking. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed. <br /> <br /> Discussion ensued with staff about the feasibility of adding the required parking' <br />spaces but reducing back-up distances. Staff noted this was possible, as pointed out <br />in the staff report. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by Council- <br />member Kephart, to deny the appeal of Wanda Aldrich of an adverse decision of the <br />Board of Adjustment denying a variance from the provision of the Ordinance Code of <br />the City of Pleasanton to allow the addition of a dwelling unit to an existing tri- <br />plex at 4673 Augustine Street without the required number of parking spaces. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Kephart, that <br />Resolution No. 82-86, after making the necessary findings, to grant a variance to Wanda <br />Aldrich to allow parking spaces of substandard size and location which would enable <br />her to construct an additional dwelling unit to an existing tri-plex at 4673 Augus- <br />tine Street, subject to the conditions of adding a 6th parking space on the property <br />and the four conditions set forth in the staff report SR 82:87 (amending condition 4 <br />to cover 6 parking spaces instead of 5), be adopted. <br /> <br /> 4. 3/9/82 <br /> <br /> <br />
