365 <br /> <br />enter into a maintenance agreement for repair of the streets. Councilmember Kephart <br />requested that a condition be added to require the tarping of gravel loads. Council- <br />member Butler stated that acceleration and deceleration lanes into the quarry site <br />are essential. Council discussion ensued relative to the number of trucks per day <br />and hours of operation, and determined that the hours of operation should be limited <br />to 9:00 a.m.-3:00 p.m. Discussion concerning the number of trucks/day to be allowed <br />ensued, with it being noted that the proposal itself would limit activity to 400 <br />trucks/day. However, it was noted that the Board seemed willing to allow unlimited <br />harvesting during the two year term. Mayor Mercer suggested the Environmental Impact <br />Report should address this change in intensity of use. Councilmember Mohr stated she <br />would present these suggested conditions to the Board of Supervisors at their meeting <br />of March 16th. <br /> <br /> Mayor Mercer stated that several street lights are out in the vicinity of Jack- <br />in-the-Box, and he requested staff to investigate this matter. <br /> <br /> Mayor Mercer stated that on Hopyard Road between Valley and Black Avenues there <br />is unfinished paving that is causing a hazardous condition. He instructed staff to <br />contact Ponderosa Homes or Redgwick Construction Company and request them to take <br />care of this matter. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmember Butler reported on a meeting of the joint sewer committee, stating <br />that the contract for the expansion of the plant to accommodate 1 MGD had been let, <br />and that the District is continuing to study the possibility of a co-generation <br />facility. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Frank C. Brandes, Jr., 6889 Corte Sonada, stated there is a weight limitation <br />on trucks posted in Pleasanton and that perhaps this could be used to control trucks <br />at the proposed quarry on Foothill Road. <br /> <br /> Mr. Ted Bogardus, 4491 Sandalwood Drive, addressed the Council regarding street <br />lights. He stated he had taken a survey of various locations in the City and he felt <br />some lights were on in places that were not necessary and that there were certain <br />unlit areas that should have street lights on. He requested the City to make a sur- <br />vey and determine what lighting in the City is not necessary; turn lights back on in <br />tracts where it is dangerously dark; and review the possibility of turning all lights <br />back on with everyone in the City paying their fair share. Mayo~ Mercer reviewed the <br />street lighting policy and the reasons for turning off street lights. Mr. Bogardus <br />stated he felt there was inequity in the street lighting policy and felt this should <br />be pointed out to Council. He requested that the area of Stoneridge Shopping Center <br />and Foothill Road be looked at for excessive lighting; that other portions of Foothill <br />Road be looked at for additional lighting needed; and that further study be made of <br />various tracts that need street lights on. Mayor Mercer instructed staff to investi- <br />gate this matter. <br /> <br /> Mr. David Herndon, Livemore, stated that Pleasanton could increase its income <br />by a more accurate method in the business license department for collecting business <br />license fees. He stated it had come to his attention that Pleasanton Greens had not <br />paid any business license fee in the 5½ years they have been in operation. He sug- <br />gested there might be other apartment owners who did not have a business license; <br />also, he felt there are probably many home occupations not paying City license fees <br />and that any home occupancy business should pay their fair share. Mr. Walker advised <br />that the City's business license fee is nominal and that staff does not have time to <br />thoroughly search out businesses not paying a business license fee, and he did not <br />feel it would pay to hire additional staff to do this. Mr. Herndon stated he felt <br />the license process is an obligation of the City, for the protection of its citizens. <br /> <br /> 3. 3/9/82 <br /> <br /> <br />
