MATTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Butler stated that the League of California Cities has done a <br />detailed analysis of Governor Brown's proposals for local governments for the next <br />fiscal year. He stated that in light of economic concerns, he felt that local <br />governments are being asked to cut back and control spending while state govern- <br />ment is adding a magnitude of spending in their jurisdiction. After discussion, <br />it was moved by Councilmember Butler, and seconded by Mayor Mercer, that Resolution <br />No. 82-61, supporting the League of California Cities position in opposition to <br />Governor Brown's budget, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Wood advised that Pacific Wholesale Nursery in Sunol has donated <br />plants to take care of the landscaping for the Council Chambers. <br /> <br /> Councilmember Wood reported on activities of the Solid Waste Management Board, <br />stating there will be a public hearing to consider Oakland Scavanger disposal at <br />the Altamont, as well as other reports. <br /> <br /> Councilmember Wood stated that city arroyos are not identified and he thought <br />it would be in order to identify them on the various city bridges. <br /> <br /> Mayor Mercer stated that several agencies are considering the passage of a <br />vicious animal ordinance, and that the City has received a request from the Board <br />of Supervisors asking if the City is interested in such an ordinance. After dis- <br />cussion, Council instructed staff to report back on this matter, specifically with <br />a report from the Police Chief and an opinion from the Acting City Attorney relative <br />to the controls the City presently has in effect. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of the <br />Council. <br /> <br /> Councilmember Butler reported he had recent discussions with Zone 7 concerning <br />the flood hazard in the Valley Trails area and concerning Valley-wide attack on the <br />sewerage facility problems Just getting underway. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Bill Christensen, 7979 Hillsboro Court, stated that the proposed Moller <br />quarry on Foothill Road is again before the Board of Supervisors for consideration. <br />He reviewed the opposition of the residents in the area, property owners at the <br />Stoneridge Shopping Center, and the City Council. He advised that Supervisor Don <br />Excell has stated that the environmental impact report is grossly exaggerated and <br />that any adverse impacts can be mitigated. Mr. Christensen requested that a repre- <br />sentative of City Council be present at the public hearing before the Board of <br />Supervisors on Thursday, March 4, 1982, 10:30 a.m., to express the City's opposi- <br />tion to this proposed project, and he also requested that each Councilmember per- <br />sonally contact Supervisor Excell to voice opposition to this quarry proposal. He <br />asked the Press to make special mention of this meeting and urge interested citizens <br />to attend and express their concern regarding traffic and other adverse impacts that <br />the proposed development will have in the area of Foothill Road. After discussion, <br />Council determined that Councilmember Mohr would attend the Board of Supervisors <br />meeting to express the City's position in opposition to the Moller quarry project <br />on Foothill Road and to also advise that no compromise would be acceptable, and that <br />each Councilmember would contact Supervisor Excell to voice the City's opposition to <br />this proposed project. <br /> <br /> 3. 2/23/82 <br /> <br /> <br />
