There being no further testimony, Mayor Mercer declared the public hearing closed <br />on the application and the negative declaration. <br /> <br /> Councilmember Butler stated that after review of the traffic studies, he concluded <br />this project would not have significant adverse impact on the traffic. He stated he <br />personally felt it is the responsibility of the Council to see that the traffic con- <br />trols at the intersection of Valley Avenue and Santa Rite Road are adequate as the <br />traffic increases. He stated that traffic is not the only concern but is the biggest <br />c o nc ern. <br /> <br /> Councilmember Kephart stated he concurs with Councilmember Butler that traffic is <br />a major issue. He stated he is not convinved the worm divider will help. He added <br />that he did not want to add to the traffic problems at this intersection. <br /> <br /> Mayor Mercer stated the closed medians on Valley Avenue and Santa Rita Road are a <br />problem but he was not sure that a worm divider is the solution. He suggested that <br />nothing be done at this time and instruct staff to monitor traffic flows as the pro- <br />ject develops. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Kephart, that <br />Resolution No. 82-48, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a negative declaration is appropriate for <br />development plan approval and PUD-High Density Residential zoning which would allow <br />the construction of 150 apartment units and 20 condominium units on a 9.31 acre site <br />located on the south side of Valley Avenue ~m~ediately west of Safeway Shopping Center, <br />north of Amador Park and east of the single-family residential lots fronting on Brook- <br />tree Way, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Mohr suggested that a condition be added to require automatic <br />garage door openers, which she felt would alleviate traffic congestion and hazards <br />in driveways. She stated that this particular location is ideally situated in our <br />community for senior citizens. She felt that perhaps 50 units should be set aside <br />on the ground floors but not necessarily segregated into a block, for senior citizens. <br />She added she felt the meeting room is adequate as presented. <br /> <br /> Mayor Mercer thanked the citizens for their participation and concern in this <br />matter. He stated he felt the developer has met the majority of the concerns rela- <br />tive to the application. He suggested a figure of 25% of the apartments reserved <br />for senior citizens plus the 20 condominium units, making a total of 58 units for <br />senior citizens, ages 50 years old or older. <br /> <br /> Councilmember Butler stated he felt the location of the reserve for senior <br />citizens units should be designated by the developer. <br /> <br /> Councilmember Wood stated that senior citizens need special facilities and it <br />may be more desirable to have a special designation for such units. He stated he <br />felt this project is an ideal location for a senior citizen complex. He also stated <br />he did not feel all the traffic concerns had been resolved. <br /> <br /> Mayor Mercer expressed concern regarding the condition of the Planning Commission <br />that the complex remain as rental apartments for ten years.
