259 <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> No one in the audience addressed the Chair. <br /> <br />PUBLIC HEARINGS <br />Application of Thomas J. Orloff for development .plan approval and PUD-HiMh Density <br />Residential zoning which would allow the construction of 150 apartment units and <br />24 condominium units on a 9.31 acre site located on the south side of Valley Avenue <br />immediately west of Safe~ay ~hopping Center~..por,th of Amador Park and east of the <br />single-family residential lots frontins on Brooktree Way.. The property is current- <br />ly zoned A (Agricultural). District <br /> <br />On the basis of an Initial Study of the potential environmenta.1 impacts of the <br />project, the Director of Plannin~ and C~.mmunity Development has determined that <br />the propo.sed pro~ect would not hav~ any potential significant adverse effects on <br />the environment and that an e~vironmental im~Dact report need not be prepared. This <br />Initial Study is available for review at the Planning Division~ 200 Bernal Av~nue~ <br />Pleasanton. Comments on this decision may be directed to either the Plannin~ staff <br />prior to the above meeting d~.e, or diF~tly to the City Council at the above <br />noticed meetin~ <br /> Mr. Harris presented his report (SR 82:46) dated February 2, 1982, regarding this <br />matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the negative <br />declaration. <br /> <br /> Mr. Tom Orloff, applicant, stated he lives in Oakland because of his work there, <br />but was raised in Pleasanton and had inherited this property from his father, and <br />which had been in the family since 1920. Mr. Orloff stated he had reviewed several <br />concepts for development of the subject property; he wanted to make money on it but <br />also viewed all projects keeping in mind what would be good for the City. He stated <br />he became aware of the need for rental apartment housing and felt this 9.3 acre site <br />would be an ideal location for a quality rental project. He stated he had been <br />approached by John Ferreri and Duncan Matteson regarding this concept for development. <br />He stated that initially he looked at the concerns that the people in the area might <br />have and had tried to deal with them; i.e., logical access to the proposed develop- <br />ment other than opening Alameda Street, reduction of the project from 195 units to <br />174 units and now 170 units, buffer of owner-occupied townhouses between the apart- <br />ments and single-family residences on Brooktree Way, set aside at least part of the <br />project to allow senior citizens to live in the project, setback of the condominiums <br />changed so that there is a minimum setback of 25 feet and in some cases 35 feet, con- <br />struction of a fence between the townhouses and single-family residences, increased <br />landscaping and construction of an interior path to the outside park area. Mr. Orloff <br />stated he felt this is a good project and is situated in an ideal location close to <br />park facilities, shopping, medical, and freeways. <br /> <br /> Mr. Mogens Mogensen, architect for the project, 1424 Chapin Avenue, Burlingame, <br />presented colored renderings of the proposed project. He stated that he had tried <br />to deal with the concerns of the people in the community relative to design and den- <br />sity impact. He stated the project contemplates 150 apartment units and 20 condo- <br />minium units, with an additional recreation building, swimming pool, spa, tennis <br />courts, and covered parking. He stated there is ample parking provided, landscaping <br />in 30% of the area, high quality workmanship, good buffer provided, 1-1~ story units <br />next to single-family residences with no windows on the residential side, good use <br />of green common area, all units air-conditioned/central heating, fireplaces, appli- <br />ances, exterior of stucco with wood trim and tile roofs.
