PUBLIC HEARINGS <br /> Application of Richard and Ursula Ultsch and Theodore Bates for prezoning and <br /> development plan approval for a 256 dwellin~ uni.~. project on an approximately 29 <br /> acre site located on the north side of Vineyard Avenue opposite Sauterne Way. <br /> The property is currently prezoned PUD (Planned Unit Development)-Medium Density <br /> Residential District with certain conditions governin8 its development. The City <br /> Council may recommend approval of new prezoning and the proposed developmen~ plan <br /> or make any other recommendations regardin8 the subject property consistent with <br /> the General Plan <br /> <br /> On the basis of an Initial Study of the potential environmental ~mnacts of the <br /> proJect~ .the Director of Planning and Community Development has determined that <br />T~ the proposed project would not have a~y potential significant adverse effects on <br />CO I the environment and that an environmental impact report need not be prepared. <br /> This Initial Study is available for review at the Plannin~ Division~ 200 Bernal <br />~ Avenue~ Pleasanton. Open from 12-22-81) <br /> Mr. Harris presented his report (SR 82:27) dated January 18, 1982, regarding <br /> this matter. <br /> <br /> Mayor Mercer declared the continued public hearing open on the application and <br /> the negative declaration. <br /> <br /> Mr. William Hirst, 147 Bernal Avenue, Attorney representing the applicant, <br /> stated this matter has been before Planning Commission twice and that numerous <br /> meetings have been held with City staff to thoroughly explore this application. <br /> He stated that Planning Commission has approved the application and that staff <br /> also recommends approval. Mr. Hirst stated this project will provide quality-owned <br /> housing as opposed to rental on an unsubsidized basis to people whose incomes would <br /> not otherwise allow purchase of housing. <br /> <br /> Mr. Ed Parrish, 2499 Westgate Avenue, San Jose, thanked staff for their hard <br /> work, cooperation, and encouragement relative to this project. He introduced his <br /> project engineers - Vaughn Shahinian and Associates. Mr. Parrishmade a slide <br /> presentation showing the proposed mobile home living units, which are designed to <br /> look residential; he reviewed the change in design of parking showing slides of the <br /> old type parking on one side of the unit with outdoor living deck area on the other <br /> side, which has now been changed to garage parking and better outdoor use of the lot <br /> for more privacy. He stated the units are now called "4mmobile homes" because of <br /> their permanency, they are fully insulated, factory built units, with smoke detectors <br /> near the bedrooms, lot size will be approximately 100 ft. by 50 ft., on permanent <br /> foundations. The garages will be built on site. He advised the attractive exteriors <br /> will be of low maintenance design. He showed slides of various designs that could be <br /> used for the private courtyards. He stated the units have an indoor-outdoor design <br /> so as to reduce heating energy, and are luxurious in design, and have integrated <br /> garages that are 22 ft. square. Mr. Parrish reviewed the changes that are being <br /> made in the tentative map~ the community center location will be changed and the <br /> facility expanded; parking will include the on-site garage and guest parking at the <br /> outside ends of the project and will total 3.3 parking spaces per dwelling unit; <br /> increase the width of the easterly entrance to 38 feet; increase the east-west <br /> street to 38 feet; construct a sidewalk and bike path from Sauterne to Vineyard <br /> Avenue; and provide an RV parking lot.
