227 <br /> <br /> Mayor Mercer asked how far the guest parking area would be from the interior <br />units. Mr. Parrish advised that guest parking would be approximately 450 feet away <br />from the center most portion of the project. Mayor Mercer asked questions about the <br />size of the back yards. Mr. Parrish advised that they would vary in the different <br />units; the duplexes would have a side yard of 12 ft. by 20 ft., but the single units <br />would have only a 5 ft. setback with the useable open space in the side yard. Mayor <br />Mercer asked about the elevation of the project as it relates to Vineyard Avenue. <br />Mr. John Barker, Project Engineer, stated the differential in grade would be approxi- <br />mately 15-16 ft., and the same would apply to the easterly end of the road. He ad- <br />vised the elevation area would be landscaped. <br /> <br /> Mr. Parrish presented renderings of the community center including the pool and <br /> tot lot, a streetscape, and the entrance theme. <br /> <br /> Mr. Parrish distributed additional material to the Council including price com- <br />parison sheets outlining relative retail cost comparison, immobile home alternate <br />duplex pricing, and project dwelling unit breakdown; and article in the Hayward <br />Daily Review regarding small units being constructed in Fremont (Mr. Parrish stated <br />that these units are half the size of the ones being proposed for Pleasanton at about <br />the same price); City revenue generated from fees that will be collected for Quail <br />Creek; and an estimated sewer consumption for the various units in this project. <br /> <br /> Mr. Parrish requested that Condition No. 7 be changed to allow the homeowners <br />to do their own landscaping. He stated they would have to follow a landscaping plan <br />approved by a landscape committee, with rigid CC&R's to control the project° He <br />suggested that it be required that all landscaping be completed within ninety (90) <br />days, otherwise the developer will landscape the property and place a lien on it. Mr. <br />Parrish proposed that the developer would plant two fifteen gallon trees at each unit <br />and allow the homeowners to complete the rest of the landscaping in the front exterior° <br /> <br /> Mr. Parfish requested that Condition No. 16 be changed to allow rolled curbs <br />instead of 6" vertical concrete curbs. <br /> <br /> Mr. Parris also requested that the developer be allowed to pay City fees out of <br />escrow closing instead of at the time of permit application~ <br /> <br /> Mayor Mercer suggested that the language in Condition 2 be changed to clarify <br />the meaning of the condition relative to approval of patio covers and accessory <br />buildings. <br /> <br /> Mr. Parrish stated he has been in business in San Jose for twelve years and <br />has built approximately 4,000 homes, the Pleasant~mproject will be a model project <br />because of its unique concept, it will be the most viable unsubsidized project in <br />Pleasanton, it will be built with HUD standards and will be a high quality project, <br />and can be purchased by persons whose income does not exceed 80% of the HUD Bay <br />Area median family income. <br /> <br /> Councilmember Butler stated he agreed with the concept of allowing the home- <br />owners to landscape their property. He asked how the CC&R's would be enforced. Mr. <br />Parfish stated the homeowners association would have to enforce them. <br /> <br /> Councilmember Mohr stated that with regard to Condition No. 37 relative to park- <br />ing enforcement, she felt the City should be reimbursed for services rendered by the' <br />Police Department, for parking enforcement, by the homeowners association.
