Mr. Larry Barrelson, representing MacKay and Somps, requested that favorable <br />action be taken now regarding this matter. He advised that Chamberlain Group is <br />trying to get started with their development in the spring and need assurance now <br />that their RAp allocation will be extended. <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded by Council- <br />member Butler, that Resolution No. 82-30, approving'a one year extension to the <br />Residential Allocation Program approved projects, for all projects whose RAP approval <br />will expire in 1982, provided a letter is received from the developer stating he <br />desires a one year extension, and that any further extension of RAP allocations <br />will be done on a case-by-case basis, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Kephart <br /> <br /> Mayor Mercer instructed staff to send letters to all the developers with RAP <br />allocations, advising them of this action. <br /> <br />Low Income Housing Definition <br /> Mr. Harris presented his report (SR 82:29) dated January 18, 1982, regarding <br />this matter. <br /> <br /> Mr. William Hirst, 147 Bernal Avenue, Attorney representing Ed Parrish, requested <br />this item be continued and scheduled for study session in order that Council might <br />consider the possibility of a separate unsubsidtzed purchased accented exemption <br />whose income does not exceed the 80% HUD median. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by Council- <br />member Mohr, approving recommendations regarding "lower income housing" exemptions <br />from the Growth Management Procedures of the City - with a minimum period for main- <br />taining units in the lower income housing category of 25 years rather than perma- <br />nently, as submitted in the report of the Director of Planning and Community Develop- <br />ment (SR 82:29) dated January 18, 1982. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Kephart <br /> <br /> After further discussion, no action was taken relative to Mr. Hirst's request <br />for a study session to discuss a separate category for low income unsubsidized <br />housing. <br /> <br />Matters for the Information of the Council <br /> Mayor Mercer presented the Information Report of the Director of Planning and <br />Community Development (IR 82:3) dated January 18, 1982, regarding the Reclamation <br />Plan for Kaiser Sand and Gravel property. <br /> <br /> Mayor Mercer presented the Information Report of the Director of Finance <br />(IR 82:2) dated January 18, 1982, transmitting the Audit of Financial Transactions <br />for Fiscal Year 1980-81. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Transfer of City Property for Low-Cost Housing Projects <br /> Mr. Levine presented his report (SR 82:39) dated January 21, 1982, regarding <br />this matter~ <br /> <br /> 13. 1/26/82 <br /> <br /> <br />
