207 <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood~ that <br />with regard to developing a low cost housing project on all or a portion of the 20 <br />acre site adjacent to the Corporation Yard, the City Manager be authorized to con- <br />tinue to negotiate with the non-profit group to develop a proposed option agreement, <br />and the non-profit corporation be authorized to begin to prepare the studies which <br />are necessary to proceed with development. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Kephart <br /> <br />Minor Revisions to the Flood Damage Prevention Ordinance <br /> Mr. Levine presented his report (SR 82:21) dated January 19, 1982, regarding <br />this matter. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood, that <br />Ordinance No. 1020, to be read by title only and waiving further reading thereof, <br />amending Chapter 14 (Flood Damsge Prevention) of Title II of the Ordinance Code of <br />the City of Pleasanton, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Kephart <br /> <br />Growth Management Plan <br /> Mr. Levine presented his report (SR 82:38) dated January 21, 1982, regarding <br />this matter. <br /> <br /> Mr. William Hirst requested that a process be included to allow the tentative <br />subdivision maps to be approved prior to growth management plan exemption. The <br />City Attorney explained the City's position in this matter, stating that there are <br />several reasons for not allowing tentative maps before growth management approval: <br />(1) the program is in a better defense posture if subdivision maps have not been <br />granted; (2) avoids unnecessary staff work - staff would be approving maps that <br />may not receive growth management approval; (3) staff has been ready for year to <br />accommodate those developers wishing to have their maps reviewed, stopping just <br />short of Planning Commission hearing, thus only a few weeks delay. Mr. Hirst <br />added that deletion of this provision might help to encourage affordable housing <br />in Pleasanton, and he did not feel there would be any legal problems. <br /> <br /> Mr. Jeff Thayer asked what is the City Council philosophy about more permits <br />being granted than houses built. Mayor Mercer stated that Council tonight has <br />extended permits for one year, which reaffirms their philosophy in favor of <br />development. <br /> <br /> Mr. Ted Fairfield stated he did not know if he is in favor or against the <br />growth management plan until numbers are known. He stated the Residential Allo- <br />cation Program ordinance tied RAP and sewer permits together but the new growth <br />management plan does not have that feature; that one permit could be received <br />without the other and visa versa. He stated he felt RAP permits should be <br />guaranteed to those developers with sewer permits. He stated he agrees with <br />the concept of tentative map approval before RAP approval. He stated he per- <br />sonally does not feel that a semi-annual process would be beneficial. He added <br />there is an urgency to get the information together and approved. <br /> <br /> Mr. Jack Wong stated he shared the concerns of those with sewer permits who <br />possibly might not get RAP permits.
