d. Adoption of Resolution No. 82-3, establishing charges for the printing of <br /> candidates statement of qualifications and setting maximum length of said <br /> statement as follows: (1) that candidates in the April, 1982, municipal <br /> election will be charged a pro rata fee for the printing of their candidate's <br /> statement of qualification if they elect to file such a statement; and (2) <br /> that the maximum length of a candidate's statement of qualifications shall <br /> not exceed 200 words in length. <br /> <br />e. Adoption of Resolution No. 82-4, approving the Agreement for capital improve- <br /> ments by Morrison Homes Corporation in the vicinity of Santa Rite Road and <br /> Mohr Avenue, as a condition for their 46 unit "Black Avenue Condominium Pro- <br /> ject". <br /> <br />f.Adoption of Resolution No. 82-5, acceptance of public improvements for Tract <br /> No. 4239 - Twelve Oaks, Unit I. <br /> <br />g. Proclaim February 14, 1982, as "We Believe in Marriage Day". <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Kephart abstained from voting on Approval of the City Council <br />Minutes for December 22, 1981, because of his absence from that meeting. <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Kephart stated that in view of the recent storms, he had concerns <br />about the City's emergency services plan. He requested a copy of the plan, and also <br />asked staff to review the plan relative to its effectiveness. <br /> <br /> Mayor Mercer presented a letter from Supervisor Don Excell regarding a proposed <br />ordinance regulating mechanical game rooms, and requesting the City of Pleasanton to <br />comment on this ordinance. Mayor Mercer suggested the ordinance be referred to the <br />Planning Commission for their review and'recommendation and then be reviewed by City <br />Council, with final recommendations being transmitted to Supervisor Excell thereafter. <br />Council concurred. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of the <br />Council. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mrs. Penny Deleray, representing Batty Schrader, Chairperson of the "Save the <br />Vineyards" group, read a letter from this group dated January 12, 1982, requesting <br />that City Council reiterate the City's position to the Alameda County Board of <br />Supervisors to include Stony Ridge/Ruby Hill in Pleasanton's sphere of influence <br />and to see that this land remains agricultural. Mrs. Deleray presented a petition, <br />signed by 2,077 citizens, which read as follows: <br /> <br /> "We, the undersigned citizens of the County of Alameda, State of California, <br /> do hereby declare our unconditional opposition to the proposed development of <br /> high-density housing and/or commercial-industrial real estate on property <br /> located at 1188 Vineyard Ave., Pleasanton, Ca., currently operated as a vine- <br /> yard and winery by Stony Ridge Winery, Inc. 'Further, as taxpayers and citi- <br /> zens of Alameda County, we oppose any change of zoning which might threaten <br /> the primarily agricultural character of the aforementioned tract of land." <br /> <br /> 1/12/82 <br /> <br /> <br />
