135 <br /> <br /> Mayor Mercer stated he felt the City is going to receive a lot of different <br />projects with various locations and design for affordable housing projects, and <br />then Council could select 200 units that would be in the best interests of the <br />community. He questioned the process that would only allow time for 3 or 4 pro- <br />jects to be included to be considered in the affordable housing competition. He <br />stated Council should dictate what projects should be approved and he was not ready <br />to open competition in 3 days and close competition 14 days thereafter. <br /> <br /> Councilmember Mohr stated she felt this time line would eliminate any other <br />developers than those with project already in process. <br /> <br /> Mr. Walker stated staff would feel more comfortable with a minimum of 60-90 <br />days up to six months open for competition. <br /> <br /> Council discussion ensued as to how to open the competition for a longer period <br />and still accommodate Mr. Parrish's application which will be considered by Council <br />on January 26th. Councilmember Butler stated that the development community is <br />aware that the City is encouraging low cost housing and the applications now being <br />received are representative of what Council can expect to receive in the future. <br />He stated he felt competition should continue and that a formal process be estab- <br />lished at a more leisurely pace as to what exemptions to allow in the growth manage- <br />ment plan. <br /> <br /> Mayor Mercer stated the Chamber of Commerce Task Force on Housing spent several <br />months reviewing methods to encourage affordable housing in Pleasanton and now <br />Council is speeding up the process to 3 days and he did not feel this was right. <br />He stated he felt strongly that the growth management plan is an important tool and <br />should be formulated so that it will work. He reiterated his position that he felt <br />Council should not rush in this matter. <br /> <br /> Mr. Ed Parfish, 2499 Westgate Avenue, San Jose, stated he appreciated staff's <br />efforts on this report. He stated he was not afraid of competition, but timing is <br />important. He stated this housing project planning process was begun six months <br />ago. He advised that it did not qualify for the bond revenue program. Mr. Parfish <br />reviewed the time schedule for construction of his project, stating it is imperative <br />that construction begin ~mmediately after consideration of the application b~ Council <br />on January 26th. He stated he felt there should be an exemption for non-subsidized <br />housing, and he requested exemption from the Residential Allocation Program for his <br />affordable housing project. <br /> <br /> Mayor Mercer stated he fele he was being forced to make a decision that he was <br />not ready to do yet, and he objected to that. <br /> <br /> Councilmember Kephart stated he felt the broader concern is to produce affordable <br />housing in Pleasanton, that Council had instructed staff to streamline the process, <br />and that he would like to see it implemented as soon as possible. <br /> <br /> It was moved by Councilmember Kephart, and seconded by Councilmember Butler, to <br />accept staff's general time schedule for affordable housing competition in 1982. <br /> <br /> After further discussion, Councilmember Kephart amended his motion, seconded by <br />Councilmember Butler, that Resolution No, 82-13, to implement the affordable housing <br />competition and adopt the following general time schedule for 1982: January 15, 1982- <br />open competition for 90 days and begin accepting.applications, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr.
