133 <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Kephart, that <br /> Ordinance No. 1012, establishing the speed limit on Santa Rita Road from the inter- <br /> section of the eastbound Highway 580 - Santa Rita Road (south) off-ramp to the <br /> northerly City limits be changed from 55 MPH to 40 MPH, be adopted. <br /> The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> SPECIAL REPORTS <br />Affordable Housing <br /> Mr. Walker advised that this item had been placed on the agenda at the request <br /> of Mr. Ed Parfish. Mr. Walker presented the report of the Director of Planning and <br /> Community Development (SR 82:19) dated January 12, 1982, regarding this matter. <br /> <br /> Mr. William Hirst, Attorney representing Ed Parfish, stated his client has re- <br />quested this itembe considered at this meeting because of a construction time sche- <br />dule for his proposed project. He stated they are pressing to get the exemption <br />process started for low income or affordable housing. He stated he did not think <br />it is fair to request this project and perhaps others already in process to have to <br />wait for three weeks or a month until other as yet unfiled applications get to speed. <br />Mr. Hirst stated it is his client's feeling that the affordable. housing competition <br />be an open continuous competition. He stated he would like to see the competition <br />initiated tonight but would also like the competition to be structured so that Mr. <br />Parrish's project can be acted on at the City Council meeting of January 26, 1982. <br />He stated this application is being considered by Planning Commission at their meeting <br />tomorrow night and he is going to ask that Planning Commission keep an open mind about <br />allowing an exemption within low income or separate exemption for unsubsidized low <br />income housing purchased by buyers within the 80% Bay Area income median. Mr, Hirst <br />requested action on low income exemptions and affordable housing competition as soon <br />as possible. <br /> <br /> Mr. John Van de Roovaart, Del Valle Parkway, stated he is anxious for competition <br />to begin, however, he would like some kind of consideration given to those projects <br />not ready at this time. <br /> <br /> Mayor Mercer stated that in August the Council passed a resolution to invite <br />competition for low income and affordable housing projects, as recommended by the <br />Chamber of Commerce Task Force on Housing, and it is logical that the City get the <br />process in operation, however he felt the time schedule presented in the staff re- <br />port was pushing the process too fast and not what the Chamber Committee had in mind. <br /> '- <br /> <br /> Councilmember Butler stated it was his understanding that the City would ask <br />developers to present their proposals and Council would select whatever was the best <br />projects to provide affordable housing. He stated he feels staff is following what <br />Council put into the resolution and he thought it should be implemented as soon as <br />possible. He also stated he did not feel that the project before Council on January <br />26th should be held up while the process is being settled. <br /> <br /> Councilmember Kephart stated that we have a project in front of us that is offer- <br />ing to make a significant contribution to what the City is trying to achieve in <br />affordable housing, and further there is a time crunch which has prompted staff to <br />work with the developer. He stated he felt the City should be able to accommodate <br />both the process and Mr. Parrish and work out something in order to get the process <br />in motion. <br /> <br /> 14. 1/12/S2 <br /> <br /> <br />
