229 <br /> <br /> Mr. Jim Caldwell, 7494 Palm Court, representing the Oak Hill Homeowners Associa- <br />tion, expressed opposition to the West Las Positas interchange. He stated this will <br />have an adverse environmental impact to the surrounding residential area because of <br />traffic and air quality. He urged Council to look further into whether or not there <br />is a need for the West Las Positas interchange, or if it could be moved further to <br />the south near the empty farmland. He objected to the West Las Positas interchange <br />being built in a residential area. <br /> <br /> Mr. Roger Gage again addressed Council and stated he will be happy to meet with <br />Mr. Jacobson and City staff in an attempt to solve the soundwall problem at Mr. <br />Jacobson's home. <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing closed <br />on this item. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br />member Mohr, that Resolution No. 82-490, approving plan lines for the following im- <br />provements so that the Engineer may proceed with final design of these projects: <br /> <br /> a. Stoneridge Drive Plan A as described in the staff report; <br /> <br /> b. West Las Positas Boulevard Plan B as described in the staff report; <br /> <br /> c. Santa Rita Road as described in the staff report; <br /> <br />and approving the plan lines in concept for the following freeway improvements and <br />directing the Engineers to officially submit the plan lines to the State to initiate <br />their feasibility study: <br /> <br /> a. West Las Positas Boulevard and 1-680 interchange; <br /> b. Stoneridge Drive and 1-680 interchange; <br /> c. Hopyard Road and 1-580 interchange; <br /> d. Hacienda Drive and 1-580 interchange; <br /> <br /> e. Additional freeway lanes from West Las Positas on 1-680 to Hacienda <br /> Drive on 1-580; <br /> <br /> f.
