231 <br /> <br /> Mr. Sam Zullo presented maps showing Alternates A and B, and briefly reviewed <br />each alternate. Mr. Warnick stated these improvements could tie in with the Hacienda <br />Business Park improvements to be done in this area next Spring if Council so desired, <br />and the cost shared with the District. <br /> <br /> Mr. Lewis Pollard, representing Emporium-Capwells and other department stores, <br />stated he has just become aware of the proposed assessment district and does not <br />understand what the impact of the proposal will be on developed property such as his. <br />He stated he has concerns about the financial impact of the assessment district on <br />his property. He stated he felt the cost spread should be fair and equitable. He <br />urged Council not to move ahead too fast and to carefully consider the method of cost <br />spread. Mr. Warnick advised it is important to move ahead with conceptual plans for <br />this area as soon as possible in order that these improvements can be accomplished in <br />an orderly fashion in conjunction with other development in the North Pleasanton area. <br /> <br /> Mr. Zullo advised that in the preliminary engineering analysis he tried to arrive <br />at a representative and reasonable cost spread for the net undeveloped area. He stated <br />that a detailed analysis has not been made of the developed property in the Stoneridge <br />Mall, but that further study will be done in the next two or three months regarding <br />estimates of cost and a determination made relative to recommended method on spread of <br />costs within the shopping center. <br /> <br /> Mr. Pollard requested that he be included in discussions regarding cost spread and <br />method procedures before the public hearing is scheduled. Mr. Warnick advised there <br />will be additional meetings in the near future so that everyone will understand the <br />spread rules. <br /> <br /> Mr. Roger Gage, representing Prudential Insurance Company, stated it is in the <br />best interests of the City for the improvements to go full speed ahead, and he fully <br />supported the recommendations of staff. <br /> <br /> Mr. Peter Jacobson, 6122 Allbrook Circle, addressed the Council regarding the <br />height of the soundwall to be installed behind his house in connection with the <br />improvements to Hopyard Road. He stated that the proposed height of 8 feet will not <br />be sufficient to block out noise and exhaust fumes. He stated that with the new <br />alignment of Hopyard Road his house is now very near the street. He requested that <br />a 10 foot high soundwall be installed behind his house and the four houses along his <br />street that are affected by the realignment of Hopyard Road. He presented a written <br />report to Council regarding sound levels for the residential area surrounding the <br />Hacienda Business Park. He stated he did not feel the figures are accurate at this <br />time because of the realignment of Hopyard Road. After considerable discussion, <br />Council instructed staff to schedule a meeting with representatives of Prudential <br />Insurance Company, City staff, and Mr. Jacobson, to find a solution to this problem <br />as soon as possible. <br /> <br /> Ms. Sharrell Michelotti, 7873 Olive Court, reminded Council that the West Las <br />Positas interchange has been listed as last on the priority list. She reminded <br />Council that the two lane overcrossing that does not exist yet will take two years <br />to build, and people have concerns about building these improvements, then tearing <br />them down, and then adding on. Mr. Warnick informed Council that the two lane over- <br />crossing would be designed to be compatible with later improvements. Ms. Michelotti <br />reminded Council that the West Las Po'sitas interchange was on the General Plan before <br />the concept of the Stoneridge interchange and overcrossing existed. She asked if the <br />Hacienda interchange turn-off from Tracy would have a stop light or be free-flow. Mr. <br />Zullo stated that plans had not been specifically designed at this point regarding a <br />signalized intersection and he would have to wait for input from the County. Ms. <br />Michelotti questioned the flow of traffic from the Tracy area. She commended Council <br />on their quick action regarding the previous speaker's problem. <br /> <br /> 11. 12/13/82 <br /> <br /> <br />
