-297 <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmember Wood reported on a study session held by the Solid Waste Management <br />Authority and advised that Council will receive copies of that study session. <br /> <br /> Councilmember Mohr reported on the transit meeting between the city managers of <br />Livermore, Dublin, and Pleasanton, and representatives from BART and MTC, and Super- <br />visor Excell, regarding the need for local bus service to the Valley beyond the Rideo <br />service. She advised that MTC is willing to fund a study relative to intra-valley bus <br />service. It was moved by Councilmember Mohr, and seconded by Councilmember Wood, that <br />staff be instructed to prepare a report regarding initiation of an intra-valley bus <br />study to be completed and paid for by the Metropolitan Transportation Commission. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Steven Wechsler, 647 Orofino Court, stated he would like to present a narrow <br />legal technicality regarding item 9a - Adoption of Ordinance No. 1056 approving the <br />application Of Ken Earp for a manufactured housing project on Vineyard Avenue, and <br />asked if this is the appropriate time to do so. After consultation with the City <br />Attorney, Mayor Butler advised Mr. Wechsler he could make his presentation at the <br />time that item 9a is considered on the agenda. <br /> <br /> Mr. Joe Callahan, Callahan-Pentz Properties, representing Prudential Insurance <br />Company, requested an exception to Condition No. 105 of Ordinance No. 1050 relative <br />to all truck traffic being directed northward on internal tract streets to Gibralter <br />Drive and northward on Hopyard Road to 1-580, for a three week period. He stated that <br />due to the rains the proposed streets were not yet completed and that the three week <br />extension is needed to finish the road work in the Hacienda Business Park. He pre- <br />sented a tentative map for the Hacienda Business Park and asked that the construction <br />trucks be permitted to use their existing temporary route for an additional three weeks. <br />After discussion, it was moved by Councilmember Brandes, and seconded by Councilmember <br />Mercer, that Condition No. 105, contained in Ordinance No. 1050 approving the applica- <br />tion of Prudential Insurance Company of America and Callahan-Pentz Properties 573 acre <br />business park, after finding that it would be unreasonable to require strict compliance <br />with Condition 105 under the circumstances, to extend a temporary time limitation of <br />three weeks to allow truck traffic generated by this development to use West Las Positas <br />between Santa Rita Road and the Southern Pacific tracks, and Hopyard Road from Gibralter <br />to Stoneridge. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Report on Effect of Subsequent Plan Modifications on Prior Growth Management Approvals <br /> Mr. MacDonald presented his report (SR 82:453) dated November 4, 1982, regarding <br /> this matter. <br /> <br /> Mr. Mike Harris, 6111 Johnson Drive, stated he favors Alternative One of the staff <br />report, stating it allows the small builders to be market responsive. <br /> <br /> Mr. Bud Martin addressed the fee situation. He stated he would like to see the <br /> time extended to 90 days from date of Growth Management Plan approval for payment of <br /> fees, or if a developer submits a tentative map to the City staff, that the time be <br /> extended to fiften days after approval of the tentative map by the City Council. <br /> <br /> 3. 11/9/82 <br /> <br /> <br />
