Adoption of Resolution No. 82-435, that a stop sign be installed on Commerce <br /> Drive at its intersection of Johnson Drive, and amending the Traffic Resolution <br /> accordingly. <br /> <br />g. Adoption of Resolution No. 82-436, acceptance of Tract 4779, Twelve Daks~ Unit 2, <br /> Goodrich-Boatright Enterprises, and authorizing the City Attorney to file a <br /> Notice of Completion. <br /> <br />h. Adoption of Res-lution No. 82-437, partially accepting Public Improvements and <br /> approval of a new agreement to cover the remaining work in Tract 4611, Mission <br /> Hill - Blackwell Homes, authorizing the appropriate city officials to execute the <br /> agreement, and instructing the City Attorney to file a Notice of Completion. <br /> <br />i. Adoption of Resolution No. 82-438, after review of bids, award contract for the <br /> repair of water line to Pump Station No. 2, Project No. 82-20, to Antonio M. <br /> Goncalves, 18840 Cameo Court, Castro Valley, in the amount of $12,162.82, and <br /> authorizing the appropriate city officials to execute the contract. <br /> <br />j. Adoption of Resolution No. 82-439, approving a consulting contract with Rauscher <br /> Pierce Refsnes, Inc., in the amount of $5,000.00, to prepare a water rate study, <br /> and authorizing the appropriate city officials to execute the contract. <br /> <br />k. Adoption of Ordinance No. 1040, approving the application of Prudential Insurance <br /> Company of America and Callahan-Pentz Properties to rezone to the PUD District and <br /> approval of development plan for PUD-81-30, a 573 acre business park east of Hopyard <br /> Road and north of the Arroyo Mocho. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Mercer requested the City Attorney to prepare an update on CEQA <br />guidelines, as there have been several changes in legislation since adoption of the <br />guidelines by Council. <br /> <br /> Councilmember Mercer stated that there is a problem with the traffic signal lights <br />southbound on Hopyard Road at the Youth Sports Park and yalley Trails intersection, <br />and at the West Las Positas Boulevard and Hopyard Road intersection, in that when two <br />lanes show the green light the third lane shows a red light, which should also be <br />green. Mr. Warnick stated he would investigate and correct this problem. <br /> <br /> Councilmember Mercer asked if there is a conflict regarding the Western Pacific <br />right-of-way through the Scholastic property. Mr. Walker stated he has discussed this <br />matter with the consultant who does not foresee this being a problem. <br /> <br /> Councilmember Brandes requested that the City Manager be instructed to transmit a <br />letter to the Alameda County Board of Supervisors urging them to take immediate action <br />to avail themselves of the Proposition 2 funds now being allocated for improvements to <br />jails and prisons, as approved on the November ballot. Council agreed to sending the <br />letter. Councilmember Mercer stated that the Governor had recently signed into law a <br />bill that would replace twelve prisons in the State of California.
