Mr. MacDonald stated this is a policy question as to whether the City will per- <br /> mit substitute amendments after growth management plan approval that will increase <br /> the density. He advised that legally the City Council could determine to make no <br /> changes in the plan after Growth Management Program approval, or the changes could <br /> be considered on a case by case basis. He stated the original Growth Management <br /> approval for a specific project could be amended to reflect the new PUD number in <br /> Case PUD-82-20. <br /> <br /> CounCilmember Mercer stated he felt no change should be made to the Growth <br /> Management Program without input from the developers, and that any amendment should <br /> be transmitted to the developers for their information and comment. <br /> <br /> Mr. Mike Harris, applicant, stated he would like his application heard as soon <br /> as possible but is agreeable to a continuance of two weeks to allow a decision to <br /> be made regarding the Growth Management Program policy. <br /> <br /> Council instructed the City Attorney to prepare a report regarding policy <br />changes to the Growth Management Program for consideration at the meeting of <br />November 9, 1982, and to notify all developers of this consideration. <br /> <br /> Mayor Butler declared the public hearing open on the application of Harris <br />Realty and Mildred Vallarino for Planned Unit Development (PUD) development plan <br />approval for an 88 multi-family unit complex on an approximately 4.7 acre site <br />located on the north side of Vineyard Avenue opposite Amador Court and consideration <br />of adoption of Negative Declaration, and continued to the meeting of November 9, <br />1982, 8:00 P.M., in the Pleasanton Council Chambers. <br /> <br />Application of the Prudential Insurance Compan~ for development plan approval of an <br />approximately 42~000 sq. ft. building and related facilities on an approximately <br />5.0 acre site located on the south side of West Las Positas Blvd.~ immediately west <br />of Tassajara Creek. Zoning for the property is PUD (Planned Unit Development)- <br />Industrial/Commercial and Office District <br /> Mr. Harris presented his report (SR 82:416) dated October 18, 1982, regarding <br />this matter. <br /> <br /> Mayor Butler declared the public hearing open on this item. <br /> <br /> Mr. Roger Gage, representing Prudential Insurance Company, presented a site plan <br />for this project, stating it will be occupied by United Grocers. <br /> <br /> Mr. Pete Jacobson, 6120 Halbrook Circle, stated the soundwall has not been in- <br />stalled yet. Mr. Warnick advised that construction would begin next week but will <br />take some time to complete. Mr. Jacobson stated there is truck traffic on Hopyard <br />Road due to the construction of Hacienda Business Park,' which he thought was not <br />supposed to be there as a condition of approval for the project. Staff advised <br />that construction trucks are not to be using Hopyard Road and would check into this <br />matter to see if there is a violation of the condition or if the trucks belong to <br />some other construction project. <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing on <br />this item. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, <br />that Resolution No. 82-423, approving the application of the Prudential Insurance <br />Company for development plan approval of an approximately 42,000 sq. ft. building <br />and related facilities on an approximately 5.0 acre site located on the south side <br />of West Las Positas Boulevard immediately west of Tassajara Creek, subject to all <br />conditions contained in Planning Commission Resolution No. 2228, be adopted. <br /> <br /> 16. 10/26/82 <br /> <br /> <br />
