211 <br /> <br />would be located on the west side of the complex because it ~ill be quieter there; <br />Mr. Rathert advised that he lives near the east side therefore would be subjected <br />to the noisier portion of the development. <br /> <br /> Mrs. Nancy Storch, 3193 Chardonnay, urged Councilmembers who voted to award <br />affordable housing competition status to the Quail Creek project to reconsider their <br />position, and to stop all multiple development along Vineyard Avenue until appro- <br />priate studies have been completed. She cited the number of multi-family dwellings <br />now under construction or recently completed in this area, and the number of appli- <br />cations that will be coming before Council in the near future. She stated these <br />units will create a significant impact on the quality of life in the Vintage Hills <br />area. She stated there is limited park space, Vineyard Avenue is narrow and there <br />are no sidewalks for pedestrian or bicycle traffic, there is need for a fire station, <br />and there have been no appropriate traffic and population studies done for this area. <br />She requested Council to reconsider their approval of the Quail Creek project in the <br />affordable housing competition. <br /> <br /> Mr. Steve Hughes, 587 Touriga Court, stated Council has established a policy of <br />allowing 200 units in the affordable housing competition, and he felt it is discrimi- <br />natory to approve 247 units in the Quail Creek project. He stated he was concerned <br />about the size of the duplex units. He urged Council to reopen the contest and allow <br />250 units. <br /> <br /> Mr. Frank Belecky, Maderia Drive, stated he did not understand why this project <br />was approved for affordable housing status after being turned down twice. He stated <br />that high density leads to high crime and he is concerned that in five to ten years <br />this will be a bad problem area. He added that Vineyard Avenue is overloaded with <br />high density creating an adverse impact situation on Vineyard Avenue traffic. <br /> <br /> Mr. James Griffin, 3036 Chardonnay Drive, stated he is concerned about how this <br />project will look in 10-15 years. He voiced opposition to the findings for approval <br />listed in Resolution No. 82-334. He concluded by stating he felt that Council could <br />find a more suitable location for this development; <br /> <br /> Mayor Butler informed the speakers that the Council vote in favor of the Quail <br />Creek project being included in the affordable housing competition does not automati- <br />cally approve the development plan; the plan will be considered by. the Planning Com- <br />mission at their meeting of October 13, 1982, and by Council on October 28, 1982. <br /> <br /> After discussion, Council instructed staff to provide Mr. Schneider with all of <br />the information he requested in his letter. <br /> <br />PUBLIC HEARINGS <br />Application of Pacific Telephone for development plan approval of a ".field operating <br />center" consisting of three structures totalling approx~im~a. tely 13.~600 sq.. ft. and <br />related facilities on an approximately 5.5 acre site located just south of 7200 <br />Johnson Drive. Zoning for the property is PUD (Planned Unit Development) General <br />Industrial District -. " <br /> <br />Consider adoption of Negative Declaration <br /> Mr. Harris presented his report (SR 82:405) dated October 4, 1982, regarding <br />this matter. <br /> <br /> Councilmember Mercer abstained from participation on this item due to Conflict <br />of Interest. He asked the City Attorney about his speaking on the Pacific Telephone <br />item that was reconsidered on September 14, 1982.
