213 <br /> <br /> Council instructed staff to place an ad in the local newspaper inviting those <br />citizens interested in serving on the General Plan Review Committee to apply. <br /> <br />Joint Sewer Committee Report <br /> Mayor Butler presented the report of the Sewer Committee, transmitting the <br />Minutes of the Joint Meeting with the DSRSD Board of Directors held September 29, <br />1982, for the information of the Council. No action was required or taken by <br />Council on this item. <br /> <br /> Councilmember Mohr reported on the ABAG General Assembly meeting held on <br />October 2, 1982, regarding hazardous spills. She stated that ABAG has a great <br />deal of expertise available to communities to plan for reactions to dangerous <br />spills. She stated there is "superfund" money available to communities to equip <br />themselves to respond to these situations. She advised that ABAG also has free <br />seminars for public safety personnel for this type of expertise. She requested <br />that staff investigate the possibility of City public safety personnel taking advan- <br />tage of this available information. Councilmember Brandes stated that several public <br />safety personnel are already in school for this type of training. Councilmember Wood <br />suggested that a Valley-wide Task Force be established regarding hazardous waste. <br /> <br /> Councilmember Brandes stated that at the last City Council meeting a public hear- <br />ing was scheduled for October 26, 1982, regarding Viacom and their possible violation <br />of the franchise agreement. The City Attorney advised that Viacom has asked for a <br />continuance to November 23, 1982. He stated there is a question regarding the appro- <br />priate period of notice of thirty days, and that Viacom would also like additional <br />time to answer technical questions. After discussion, it was moved by Councilmember <br />Brandes, and seconded by Councilmember Mohr, that the public hearing regarding Viacom <br />Cablevision service be continued to the meeting of November 23, 1982, 8:00 P.M., in <br />the Pleasanton Council Chambers. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Butler advised that the Foothill High School Band Booster Club Annual Band <br />Review will be held on Saturday, October 23, 1982. He invited Council to support <br />this event. He also commended the Foothill ~igh School Band and the Amador High <br />School Band for winning in competition at Cupertino recently. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Ron Schneider, 650 Orofino Court, addressed the recent approval of the Quail <br />Creek project as a winner in the affordable housing competition. He stated he was <br />confused as to why this project was considered a third time after being disapproved <br />twice before. He read his letter dated October 12, 1982, expressing his opposition <br />to the proposed project and the unacceptable precedent that has been established. <br />He asked that Resolution No. 82-334, approving the Quail Creek project as a second <br />affordable housing project, be revoked. He requested information regarding the pro- <br />cedure and requirements for implementing a referendum or initiative against the <br />approval of the Quail Creek project as affordable housing, procedures for implement- <br />ing recall of certain City Councilmembers, and procedures for requesting the trans- <br />cript of "partially reopened" affordable housing competition. Mr. Schneider con- <br />cluded by stating the project is poor planning and the City Council has not recognized <br />the issues involved. <br /> <br /> Mr. Dick Ratbert, 3171 Chardonnay Drive, stated his home overlooks the mobile <br />home park area. He stated he is in favor of low cost housing but is concerned about <br />an overcrowded project and the noise problems associated with it.
