Matters for the Information of the Council <br /> Mayor Butler presented the Information Report of the Director of Public Works <br /> and Utilities (IR 82:24) dated August 30, 1982, transmitting the Minutes from the <br /> Staff Traffic Committee meeting of August 18, 1982. No action was required or taken <br /> by Council on this item. <br /> <br /> Mayor Butler presented the City Council Agenda Planning Report for the months of <br /> September, October, and November. <br /> <br /> Approval of Plans and Specifications and Authorization to Advertise for Bids for <br /> Traffic Signal at Santa Rita Road and ~ohr Avenu.e~ Project 82-6 <br /> Mr. Warnick presented his report (SR 82:354) dated September 9, 1982, regarding <br /> this matter. <br /> <br /> Councilmember Brandes asked if this signalization project could be included in <br /> the North Pleasanton Assessment District. Mr. ~rnick advised this could be added <br /> to the Assessment District but that it would delay completion of the project, which <br /> Council had put high on the priority list last year. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br /> member Wood, that the Traffic Signal installation at Santa Rita Road and Mohr Avenue, <br /> Project No. 82-6, be included in the North Pleasanton Assessment District. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes and Wood <br /> NOES: Councilmembers Mercer, Mohr, and Mayor Butler <br /> ABSENT: None <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Mohr, that <br /> Resolution No. 82-365, approving the plans and specifications for Traffic Signal <br /> Installation at Santa Rita Road and Mohr Avenue, Project No. 82-6, and authorization <br /> to advertise for bids, be adopted. <br /> The roll call vote was as follows: <br />AYES: Councilmembers Mercer, Mohr, and Mayor Butler <br />NOES: Councilmembers Brandes and Wood <br />ABSENT: None <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Ordinance EstablishingAlternate Members of Commissions <br /> (Contd. from 8-24-82) <br /> Mr. MacDonald presented his report (SR 82:361) dated September 9, 1982, regarding <br />this matter. <br /> <br /> Mayor Butler stated that since all Boards and Commissions are opposed to having <br />alternate members that he could not support such an ordinance. <br /> <br /> Discussion ensued regarding alternate members on the Pleasanton Housing Authority <br />Board as to who could represent the tenant representatives. <br /> <br /> Ms. Christine Pearson, representing the Pleasanton Housing Authority Board, stated <br />she did not believe that tHTD would recognize alternate members on the Board who were <br />not tenant representative alternates to represent each of the housing complexes. The <br />City Attorney advised he would check into this matter before adoption of the ordi- <br />nance. Ms. Pearson requested that the Housing Authority be exempted from the ordi- <br />nance at this time until after further research with HUD to see if it would be legal. <br /> <br /> Councilmember Mercer stated he felt the ordinance is good because it will involve <br />more citizens in the governmental process of the City, will avoid items being con- <br />tinued because of lack of quorum, and will possibly encourage better attendance of <br />regular commissioners. <br /> 19. 9/14/82 <br /> <br /> <br />
