Mr. Jim Bruno, Chairperson of the Park and Recreation Commission, stated the <br /> Park and Recreation Commission had taken a great deal of time in considering this <br /> matter and did not feel they had "tunnelvision"; that they were looking at the <br /> recreational needs of 35,000 people in Pleasanton, not 300 tenants of the Valley <br /> Plaza complex. He stated that all park fees are needed for the majority of the <br /> residents of Pleasanton. <br /> <br /> Mrs. Susan Gerace, 1790 Orchard Way, stated she was concerned about senior <br /> citizens and the recreational facilities and services that can be provided for <br /> them. She stated that more developers should be encouraged to provide recreation <br /> facilities for their tenants by whatever method necessary to accomplish this. <br /> <br /> Mr. John Ferreri, 865 Abbie Street, representing Valley Plaza Apartments, stated <br /> he felt this complex is worthy of receiving the requested credit, and by doing so <br /> will allow a reduction in monthly payments of $60.00 to their tenants. He added <br /> that the City will still receive some park dedication fees from the development. <br /> <br /> Mayor Butler stated he felt Council should receive the City Attorney's view- <br /> point as to whether the requirements of the ordinance are met before making any <br /> decision on this item. He stated that Council is concerned with affordable housing <br /> and that every encouragement should be made to keep consumer costs as low as possible. <br /> <br /> Councilmember Brandes stated he would oppose any waiver of fees as he did not <br /> feel the recreational needs of private tenants should have priority over the resi- <br /> dents of Pleasanton who have lived here much longer. He stated that the recreation <br /> facilities of the complex are to attract tenants but he did not know if all were <br /> necessary. He added that he felt waiver of any fees should be determined at the <br /> time of approval of the development, not at a later time. <br /> <br /> Councilmember Mercer stated he concurred with Mayor Butler, and felt Council <br />should get all the facts before making a decision. He stated he felt this developer <br />should be thanked for the fine recreational facilities he has planned for this com- <br />plex, and he favored waiving a portion of the fees as requested. <br /> <br /> Councilmember Mohr stated she could not support the waiver of park dedication <br />fees unless the recreational facilities of the complex are open to the public for <br />this use also. <br /> <br /> It was moved by Councilmember Wood, and seconded'by Councilmember Brandes, that <br />Resolution No. 82-363, to deny the waiver of a portion of the Park Dedication in <br />Lieu Fees for the Valley Plaza Apartments, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, and Wood <br />NOES: Councilmember Mercer and Mayor Butler <br />ABSENT: None <br /> <br />Location of Fire Station No. 2 <br /> Chief Hill presented his report (SR 82:352) dated September 8, 1982, regarding <br />this matter. <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Brandes, that <br />Resolution No. 82-364, formally approving the location of Fire Station No. 2 site <br />on the property directly east of the Best Center northeastern driveway; on the Daon <br />(Stoneson) property between 1-680 and Stoneridge Mali Road, being .86 acres in size <br />and measuring 155' deep with a 241' frontage on Stoneridge Mall Road, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> 18. 9/14/82 <br /> <br /> <br />
