After discussion, it was moved by Councilmember Mercer, and seconded by Council- <br /> member Wood, that Ordinance No. 1052, to be read by title only and waiving further <br /> reading thereof, establishing alternate members of Commissions and Boards, be intro- <br /> duced. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Mercer, Mohr, and Wood <br /> NOES: Mayor Butler <br /> ABSENT: None <br /> <br /> Valley Business Park Sewer A~reement <br /> Mr. MacDonald presented the report of the Assistant City Attorney (SR 82:363) <br /> dated September 9, 1982, regarding this matter. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, <br /> that Resolution No. 82-366, approving the amended Sewer Allocation Agreement, be <br /> adopted. <br /> The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />Report regarding RAP Laps.in~ <br /> Mr. MacDonald presented his report (SR 82:359) dated September 9, 1982, regarding <br /> this matter. <br /> <br /> Mr. Ted Fairfield, Civil Engineer, representing several developers, reviewed the <br />alternatives suggested in the staff report. He urged acceptance of Alternative 4 as <br />being in the better interests of the developers as well as the City. <br /> <br /> Mr. Richard Peers, representing Stoneson Development Company, stated that because <br />of the present economic conditions it is very difficult for developers at this time. <br />He stated that each proposed alternative will incur a burden on the developer, and <br />he was opposed to any additional expenses being placed on developers. <br /> <br /> After discussion, it was moved by Councilmember Mercer, and seconded by Council- <br />member Brandes, that Resolution No. 82-367, approving Alternative 4 of Staff Report <br />SR 82:359 regarding Residential Allocation Program permit lapsing, which would re- <br />quire commencement of construction on all units in each earlier phase before con- <br />struction of any building in a later phase could preserve RAP approval as to the <br />later phase, and including a "Good Faith Progress" test based upon the final map, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />COM}~NICATIONS <br /> There were no Communications presented at this meeting. <br /> <br />CITY COUNCIL CALENDAR <br /> Mr. Walker presented the City Council Calendar for the information of the <br />Council. <br /> <br /> Councilmember Mercer left the meeting at 11:56 P.M. <br /> <br /> 20. 9/14/82 <br /> <br /> <br />
