No action was required or taken <br />by Council on this item. <br /> <br />REPORTS OF THE CITY MANAGER <br />Report on Request for Annexation~ 3683 Vineyard Avenue (north side of Vineyard <br />Avenue west of Linden Way) Will and Gladys Heinrich <br />(Contd. from 7-13-82~ 7-27-82~ and 8-10-82) <br /> Mayor Butler declared this item withdrawn from the agenda at the request of Mr. <br />William Hirst, Attorney representing Mr. and Mrs. Will Heinrich. <br /> <br />Recommendation for Budget Amendment for Purchase of Backhoe for the Water Department <br /> Mr. Warnick presented his report (SR 82:348) dated September 9, 1982, regarding <br />this matter. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wood, that <br />Resolution No. 82-359, approving purchase of a Backhoe for the Water Department and <br />authorizing the City Manager to enter into a 60 month lease purchase agreement for <br />the Case Backhoe-Loader at nine percent APR (total time balance, $30,911.40), and <br />that the Water Department Budget be increased appropriately to cover the lease pay- <br />ments for this fiscal year, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />Resolutions initiating application to LAFCO~ agreein~ to distribution of property <br />taxes~ and initiating prezonin5 for Annexation No. 102 (J. D. quick~ Amber Lane) <br /> Mr. Warnick presented his report (SR 82:358) dated September 9, 1982, regarding <br />this matter. <br /> <br /> It was moved by Councilmember Wood to deny the resolutions initiating application <br />to LAFCO for Annexation No. 102, J. D. Quick, Amber Lane. <br /> <br /> The motion died for lack of a second. <br /> <br /> It was moved by Councilmember Brandes to approve the resolutions initiating <br />application to LAFCO, agreeing to distribution of property races, and initiating <br />presoning for Annexation No. 102 (J. D. Quick, Amber Lane). <br /> <br /> After discussion, Councilmember Brandes withdrew his motion. <br /> <br /> Dr. Dennis Glafkides, 737 Happy Valley Road, President of the ltomeowners Asso- <br />ciation, asked for a show of hands of those Happy Valley residents in the audience <br />who were opposed to this annexation. Approximately 50-75 people raised their hands. <br />Dr. Glafkides stated that over the years the residents of this area have expressed <br />their desire to retain the rural character and lifestyle they presently enjoy.
