last October, requesting that Council draw the line on any further annexations of <br />the Happy Valley area until after further study of the entire area. He stated his <br />conmittee of 12 people had been working on a method to keep this property the way <br />it is, which they plan to present to the Homeowners ASsociation soon. He presented <br />Council with a letter he sent to Mayor Butler on July 27, 1982, outlining the points <br />being considered. Dr. Glafkides urged Council to deny Mr. Quick~s annexation request, <br />and to preserve the area in its rural atmosphere. <br /> <br /> Mr. Bernie Roth, 720 Mockingbird Lane, stated he bought his property 12 years ago <br />with the understanding that the area would be maintained as one acre minimum lots. He <br />stated he felt the City of Pleasanton is usurping that zoning, and he would lose if <br />Mr. Quick is annexed into the City as he would be surrounded by City property. He <br />stated his house and barn would not be compatible to surrounding neighbors if develop- <br />ment occurs on the Quick property. He expressed opposition to the annexation and <br />especially the zoning designation that is being proposed. <br /> <br /> Mr. Bud Barlow, 6723 Alisal Street, stated that Council and staff have been aware <br />for years of the Happy Valley residents desire to keep one acre or greater mize lots <br />in this unique area. He urged Council to preserve the rural atmosphere. He stated <br />he did not feel the subject property owner has a right to develop his property be- <br />cause it will adversely impact the neighborhood. He requested the application be <br />denied and require that the applicant submit a compromise proposal and work with the <br />residents for a compatible solution for all concerned. <br /> <br /> Mr. Earl Bach, 446 Sycamore Road, stated that as a homeox~~er he wanted to be left <br />alone. <br /> <br /> Mrs. Nancy Dohner, 582 Happy Valley Road, stated she had lived there for 25 years, <br />that her son had been able to take advantage of agricultural pursuits because of the <br />area, and she would like to do whatever possible to insure that the rural lifestyle <br />would be retained. She stated the committee had been working hard to find a method <br />to accomplish this and had even considered making it a special county district. <br /> <br /> Ms. Janet Linfoot, 6300 Alisal, stated she shared Mr. Quick's concern, and that <br />he was welcome to attend the meetings of the homeowners association for input. She <br />stated the residents of the area want to retain the rural life style. <br /> <br /> Mr. Joseph Mendez, 6028 Alisal, stated that the Pestana property proposed develop- <br />ment of 46 lots, the Gamache property 13 lots, and now Mr. Quick's proposed development <br />would be an additional 12 units. Mr. Mendez expressed concern regarding accessibility <br />to these three properties, especially for emergency vehicles. He stated he felt all <br />annexations in the Happy Valley area should be stopped. <br /> <br /> Mr. Don Temple, 6409 Alisal, stated he had one acre and had lived there for six <br />years. He stated that any development of the area should be compatible and that <br />speculation should not be allowed. He stated that when Mr. Quick~s annexation appli- <br />cation was considered by Council last year, that funds were raised by residents in the <br />area to try to find a method of assurance to retain the rural lifestyle as it is now. <br />He stated he felt the City Council should not be concerned with areas outside the City <br />limits, and would encourage them to look at the remaining undeveloped land in Pleasan- <br />ton. <br /> <br /> ~{r. Jim Quick, 6452 Amber Lane, stated he is requesting annexation to the City <br />because the parcels adjacent to him are already annexed to the City. He stated the <br />potential development would consist of a cul-de-sac and therefore not open any access <br />to any of the other areas to the east or north.
