111 <br /> <br /> Application of the City of Pleasanton to rezone an approximately 7 acre site from <br /> the "A" (Agricultural) District to the R-1-6500 (Single-Family Residential) Dis- <br /> trict~ located on the north side of Valley Avenue~ approximately 800 feet west of <br /> the intersection of Santa Rita Road and Valley Avenue <br /> <br /> Consider adoption of NeMative Declaration <br /> Mr. MacDonald advised that the Times had published the public hearing date <br /> incorrectly on these two items, therefore they would have to be re-noticed for <br /> the meeting of September 14, 1982. <br /> <br /> Mayor Butler declared the public hearing open on these two items, and asked if <br />anyone in the audience wished to speak on either item at this time. No one in the <br />audience spoke on the two items. <br /> <br /> Mayor Butler declared the two items continued open to the meeting of September <br /> 14, 1982, 8:00 P.M., Pleasanton Council Chambers. <br /> <br />Application of Pacific Telephone Company for development plan approval of a 16~800 <br />Sq- ft. buildins and related facilities on an approximately 1.6 acre site located <br />on the west side of Willow Road~ approximately 600 feet north of the intersection <br />of Stoneridge Drive and Willow Road. Zoning for the property is PUD (Planned Unit <br />Development)-Industrial/Commercial and Offices District <br /> Mr. MacDonald advised that the Times had published the public hearing date <br />incorrectly on this item, but had republished the item correctly in a later paper, <br />therefore Council could proceed to consider this matter. <br /> <br /> Mr. Harris presented his report (SR 82:314) dated August 13, 1982, regarding <br />this matter. <br /> <br /> Councilmember Mercer abstained from participation on this item due to Conflict <br />of Interest. <br /> <br /> Mayor Butler declared the public hearing open on this item. <br /> <br /> Mr. Jack Bras, Architect representing Pacific Telephone Company, presented <br />renderings of the proposed building and the transformer screen planting. He stated <br />he had reviewed the conditions established by the Planning Commission, and took <br />exception to condition 5 which requires that the transformer be undergrounded or be <br />moved to the rear of the building and properly screened. He stated the transformer <br />could not be physically undergrounded, and to move it to the rear of the building <br />would cost $43,000.00. He advised that Prudential Insurance Company architects had <br />reviewed the plans, and that Prudential's landscape architect had prepared a drawing <br />which he felt would effectively screen the transformer. Mr. Bras requested Council <br />to approve the transformer in its original location, and stated he concurred with <br />the other conditions. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing <br />closed. <br /> <br /> Councilmember Brandes stated that Planning Commission felt very strongly that <br />the transformer should be moved to the rear of the building, and that he would <br />support their decision. <br /> <br /> Mayor Butler stated he disagreed with that decision, and felt that the proposed <br />screening would be adequate. He added that he would hate to get into this kind of <br />problem on every commercial building with a large transformer. He stated the addi- <br />tional cos~ would be passed on to the customer. <br /> <br /> 10. 8/24/82 <br /> <br /> <br />
