Mitigation <br />measures should include the construction of the Stoneridge Interchange or the use <br />of van pooling, staggering hours of operation, public transportation and other <br />transportation programs which would reduce overall traffic levels or other mitiga- <br />tion measures acceptable to the City", be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Mohr, that <br />Ordinance No. 1106, to be read by title only and waiving further reading thereof, <br />after making the findings that the mitigating conditions for all of the business <br />parks in the north Pleasanton area should be consistent and since LOS D is defined <br /> being "tolerable" in the Highway Research Boardis Highway Capacity Manual, and <br />as <br />that word changes proposed by staff were merely clarifying and not substantial; <br />approve the application of the City of Pleasanton to amend the provisions of Ordi- <br />nance No. 973 relating to traffic levels of service (LOS) and off-site traffic <br />improvements for PUD-80-16 (Meyer Business Park), and that Condition No. 56 be <br />amended as follows: "That development on the subject property may continue until <br />the intersections at Hopyard Road/Morse Drive, Hopyard Road/Stoneridge Drive, or <br />Stoneridge Drive/Denker Drive are projected by traffic studies to reach Level of <br />Service E (LOS E - 91% of capacity) as described in the Traffic Analysis dated <br />December 24, 1980, prepared for developer by TJKM, previously filed with the City <br />bv developer. Until that time, developer need not construct more than the project's <br />interior street improvements, complete the Hopyard Road frontage and median modifi- <br />cation, widen Stoneridge and construct the new median and install signals at Stone- <br />ridge Drive/Denker Drive and Hopyard Road/Morse Drive--all as provided in developer's <br />plan. At such time, no construction on the site not already started may be commenced <br />until developer performs a traffic analysis to determine which specific measure <br />described in the following paragraph should then be constructed to mitigate the <br />traffic condition at the particular intersection in order to return it to mid LOS D <br />(86% of capacity) or better. New construction on the site shall be allowed only when <br />the traffic improvement so required is under construction. The mitigating measures <br />are as follows: <br /> <br /> a. construction of Stoneridge Drive/I-680 interchange, <br /> b. widening of Hopyard Road/I-580 bridge, <br /> c. widening of Hopyard Road to six lanes from 1-580 to Valley Avenue, <br /> d. add a right-turn southbound on Hopyard Road at Owens Drive, <br /> e. widen eastbound Owens Drive approach to accommodate another left-turn <br /> lane (this is the obligation of Reynolds and Brown), <br /> f. modify existing Hopyard Road/Johnson Drive traffic signal timing <br /> (this is the obligation of Reynolds and Brown), <br /> g. Add two left-turn lanes northbound on Hopyard Road at Morse Drive. <br /> <br /> Improvements (a) through (g) will be funded through an assessment district <br /> to which all benefitted land owners in the north Pleasanton area are a <br /> party.
