He also presented clarifying language
relative to the conditions in question.

Mayor Butler declared the public hearing open on the two items.

Mr. Bill Turpie, representing Meyer Business Park, stated he concurred with the
clarifying language of the proposed amendment.

Mr. Joe Burkhardt, representing Stoneridge Business Center, stated the amendment
conforms to the mitigation measures agreement and he would be in favor of the change.

Mr. Jack Hovingh, 4250 Muirwood Drive, stated he felt conditions on all business
parks should be in conformity. He stated there is disparity relative to conditions
27, 52, 53, 87, 91, 94, 95, and 107 attached to Hacienda Business Park and the other
business parks; he felt these conditions should apply to all PUD approvals.

Ms. Sharrell Michelotti, 7873 Olive Court, stated she concurs with the clarifying
language as presented by Mr. Harris. She stated it is important that mitigation
measures begin as soon as LOS-D level is reached.

Mr. Burkhardt stated he would rely on the intuition of the City to determine the
overall traffic program needs that should be implemented.

There being no further testimony, Mayor Butler declared the public hearing closed
on the two items.

After discussion, it was moved by Councilmember Brandes, and seconded by Council-
member Mercer, that Ordinance No. 1105, to be read by title only and waiving further
reading thereof, after making the findings that the mitigating conditions for all of
the business parks in the north Pleasanton area should be consistent and since LOS D
is defined as being "tolerable" in the Highway Research Board's Highway Capacity
Manual, and that word changes proposed by staff were merely clarifying and not sub-
stantial; approve the application of the City of Pleasanton to amend the provisions
of Ordinance No. 1014 relating to traffic levels of service (LOS) and off-site traffic
improvements for PUD-81-2 (Stoneridge Business Center) and that Condition No. 56 be
amended as follows: "That development on the subject property may continue until the
intersections at Foothill Road/Canyon Way, Foothill Road/Deodar Way, Foothill Road/
Stoneridge Drive, Stoneridge Drive/Sp~ingdale Avenue, Stoneridge Drive/Stoneridge Mall
Road, Stoneridge Drive/I-680 southbound off-ramp and Stoneridge Drive/I-680 north-
bound off-ramp are projected by traffic studies to reach Level of Service E (LOS E -
91% of capacity) as described in the Traffic Impact Analysis, Stoneridge Center Com-

6. 10/25/83
