The City Attorney ad- <br /> vised that the City has authority to impose whatever reasonable mitigation measures <br /> are reGuired as a result of building by building development. <br /> <br /> Mr. Caltahan stated the mitigation measures agreement is recorded and backs up <br /> the conditions. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, that <br />Resolution No. 83-445, after determining that Council has read and considered the <br />Environmental Impact Report prepared for the overall Hacienda Business Park project; <br />that the environmental effects of the project before this Council are adequately <br />covered by the prior Hacienda EIR, and in fact, overstate the potential impacts be- <br />cause the full Hacienda Business Park cannot be built without a General Plan change; <br />that this Council finds the potential cumulative environmental effects are those <br />enumerated in the staff report but that the conditions of approval minimize these <br />effects and any remaining effects are outweighed by the projects benefits, all as <br />enumerated in the staff report, and attachments and testimgny given at this meeting; <br />that based on the best estimate of the jobs/housing balance in Pleasanton given <br />development of this project and all other approved projects, the project is con- <br />sistent with the balanced growth policies contained in the Growth Management Element <br />of the General Plan and is also consistent with all other policies of the General <br />Plan, therefore approve Case Z-83-190, application of Anthony P.
