385 <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wood, that <br />Resolution No. 83-443, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the eity's guidelines and that a mitigated negative declaration is appro- <br />priate for PUD (Planned Unit Development)-zoning and development plan approval of a <br />180 lot residential development project on approximately 38 acres owned by Ponderosa <br />Homes located west and north of the existing terminus of Hansen Drive just east of <br />the 1-680 right-of-way, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> After discussion, it was .moved by Councilmember Brandes, and seconded by Council- <br />member Mercer, that Ordinance No. 1102, to be read by title only and waiving further <br />reading thereof, approving the application of Ponderosa Homes for PUD (Planned Unit <br />Deve!opment)-zoning and development plan approval of a 180 lot residential develop- <br />ment project on approximately 38 acres located west and north of the existing terminus <br />of Hansen Drive just east of the 1-680 right-of-way, subject to all conditions con- <br />tained in Planning Commission Resolution No. 2361 and subject to the following condi- <br />tion: "That except as amended by this development plan, the site standards for this <br />project shall be those of the R-!-6500 District", be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />Application of Morrison Homes for PUD (Planned Unit Development)-development plan <br />approval of a 204 dwelling unit residential development pp?ject located north and <br />south of a propo.s.ed park site on approximately 24 acres at the northeast corner o~ <br />Santa Rita Road and Valley Avenue. Zoning for the property. is PUD (Planned Unit <br />Development)-Medium Density Residential District <br /> <br />Consider Adoption of Mitigated Negative Declaration <br /> Mr. Harris presented his report (SR 83:426) dated September 30, 1983, regarding <br />this matter. He advised that Morrison Homes has sewer permits for 189 dwelling units, <br />and that the additional 15 units do not have sewer capacity. <br /> <br /> Mayor Butler declared the public hearing open on the application and the mitigated <br />negative declaration. <br /> <br /> Mr. Barney Knox, representing Morrison Homes, presented drawings of the proposed <br />project, and stated that he hoped to get started with construction of the development <br />in the Spring of 1984. He stated he concurred with the staff report and conditions <br />contained therein. <br /> <br /> Councilmember Wood asked if Morrison Homes would be willing to install a sound- <br />wall on Valley Avenue as well as a median strip. Mr. Knox advised that the growth <br />management contract covers certain improvements up to a specified amount and that <br />Council could determine what improvements should be done up to that amount, but that <br />he did not want to leave it as an open-ended situation. <br /> <br /> Councilmember Mercer stated he had concerns regarding the width of the street <br />as well as the entrance accessibility into the project. Mr. Warnick advised that <br />the 25 ft. width of the streets without parking is adequate and that it would be <br />maintained by the homeowners association. He stated Council could condition the <br />development to have city police department patrol the streets to enforce the no- <br />parking regulation. <br /> <br /> 5. 10/11/83 <br /> <br /> <br />
