383 <br /> <br /> Councilmember Brandes asked if consideration could be given to providing a <br /> soundwall on Santa Rita Road behind the already constructed Heritage Valley homes, <br /> as requested by the residents of the area recently. Mr. Knox advised that Council <br /> needs to give direction as to the improvements they want accomplished. <br /> <br /> Councilmember Mohr asked about aaded landscaping to the park area in lieu of <br />the 1/2 acre decrease in size. Mr. Knox advised he planned to add extra benches, <br />trees, etc., and added that there is as much usable park space as before. Council <br />discussion ensued regarding the type of fencing in the park area. Mr. Knox ad- <br />vised they plan to use railroad ties within the park area. <br /> <br /> Mr. Steve Hughes, 587 Touriga Court, stated he opposed the 25 feet width streets <br />proposed for this project. <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing closed <br />on the application and the mitigated negative declaration. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, that <br />Resolution No. 83-444, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the city's guidelines and that a mitigated negative declaration is appro- <br />priate for PUD (Planned Unit Development)-development plan approval of a 204 dwelling <br />unit residential development project by Morrison Homes located north and south of a <br />proposed park site on approximately 24 acres at the northeast corner of Santa Rita <br />Road and Valley Avenue, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Butler asked about the policy relative to naming of private streets. Mr. <br />Harris advised that all private streets have been named except for four homes in the <br />Cork Harbour development, and there seems to be no confusion relative to these four <br />residences. <br /> <br /> Councilmember Mercer asked if the CC&R's prohibited the parking of boars and <br />recreational vehicles in this development. Mr. Knox advised that boars and RV's <br />are not allowed to be parked in the area. <br /> <br /> Councilmember Brandes stated he is concerned about the 25 ft. width streets. <br /> <br /> It was moved by Councilmember Brandes that the application be approved with the <br />condition that staff carefully review the entry way to this project for maximum <br />access onto the street and that the developer request and the city concur with en- <br />forcing vehicle regulations in the area. <br /> <br /> The motion died for lack of a second. <br /> <br /> Councilmember Wood stated he felt that installation of a soundwall should be <br />added as a condition of approval and would not vote in favor of the project unless <br />this was included. Mr. Knox stated he would be happy to amend the agreement but <br />felt this should be a separate item and should be discussed with staff, with a <br />further report back to Council. <br /> <br /> After discussion, it was moved by Councilmember Mercer, and seconded by Council- <br />member Wood, to re-open and continue indefinitely the public hearing on this item, <br />and refer it to the Long Term Agreement Committee for consideration and recommenda- <br />tion relative to street width, entryway configuration, and disposition of long term <br /> <br /> 6. 10/11/83 <br /> <br /> <br />
