Application of.Meyer Properties, Inc., for design review approval of an approximately <br />101,500 sq. ft. 3-story office building and related facilities and an approximately <br />162,385 sq. ft. 5-story office building and related facilities on the west side of <br />.Hopyard Road south and north of the intersection of Morse Drive. Zoning for the <br />property is PUD (Planned Unit Development)-Industrial/Commercial and Offices District <br /> Mr. Harris presented his report (SR 83:416) dated September 22, 1983, regarding <br />this matter. <br /> <br /> Mayor Butler declared the public hearing open on this item. <br /> <br /> Mr. Bill Turpie, representing Meyer Business Park, 608 Main Street, advised that <br />since the Planning Commission approval of this project, his firm has redesigned the <br />larger building, reducing it from five stories to four stories and the height from <br />72~ ft. to 59 ft. in order to comply with city requirements. <br /> <br /> Mr. Don Lee, Architect for the project, elaborated on the plans and presented <br />renderings of the redesigned buildings. He advised the square footage would be <br />approximately the same and there would be no change in the parking requirements. <br /> <br /> Mr. John Innes, 1586 Foothill Road, stated that he is not speaking in favor of <br />or in opposition to the proposed development, but to the process which allowed <br />approval of a building that exceeded the city's height limitation requirements. He <br />stated he felt that government bodies should adhere to their ordinances. Mayor Butler <br />advised that the project as it was described to the Planning Commission met conditions <br />of approval; it was only after the fact that a different interpretation was given re- <br />lative to the height condition. He advised the redesigned plans presented by the <br />developer tonight are a result of the new interpretation and do meet the requirements <br />of city ordinances. <br /> <br /> Mr. Lee Henderson, 2870 Foothill Road, stated he concurred with Mr. Innes. He <br />asked questions regarding guarantee of water and sewage capacity of this project. Mr. <br />Warnick advised that Zone 7 has assured the City that they can service all proposed <br />projects through the year 2000, and that sewage capacity will be through Dublin San <br />Ramon Services District for this particular development. <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing <br />closed. <br /> <br /> Councilmember Mercer stated he is pleased the developer is willing to redesign <br />the buildings to a height limit stated in the PUD ordinance. <br /> <br /> Councilmember Brandes stated he concurred. He also stated he felt the screening <br />of the mechanical equipment on the parapet is important. <br /> <br /> Councilmember Mohr stated she is not comfortable with the placement of the taller <br />buildings on the front of the parcel on Hopyard Road; she would prefer lower build- <br />ings on the front and the higher buildings resited within the interior block. She <br />stated she was definitely opposed to the original height of the five story building, <br />and was now trying to decide if 59 ft. would be acceptable at that location. <br /> <br /> Councilmember Wood stated he had voted against the project in the beginning. He <br />appreciated-the developer scaling down the project but would rather have the design <br />of graduating from 2 to 3 to 4 story buildings. <br /> <br /> Mayor Butler stated he initially had some trouble addressing the mechanical screen- <br />ing but it seems the developer has solved this problem by reducing the building to four <br />stories, which meets the requirements of the PUD.
