I . 221 <br /> <br /> as described in Staff Report 83:348 dated August 18, 1983; and directed staff to <br /> report to Council on the status of petition signatures and further negotiations as <br /> appropriate, in connection with the North Pleasanton Water System Improvements - <br /> Assessment District No. 1983-3. <br /> <br /> Matters for the Information of the Council <br /> There were no matters for the information of the Council presented at this <br /> meeting. <br /> <br /> Award of Bid for Contract to Publish City's Legal Notices for Fiscal Year 1983-84 <br /> Mr.-Walker presented the report of the Assistant to the City Manager (SR 83:351) <br /> dated August 17, 1983, regarding this matter. <br /> <br /> Mr. David Rounds, representing the Tri-Valley Herald, stated he felt the City <br /> should award bid for publishing of legal notices to his newspaper because the Tri- <br /> Valley Herald covers all City Council and Planning Commission meetings, publishes <br /> more overall Pleasanton news, publishes more retail advertisement for Pleasanton <br /> businesses, and publishes more classified ads. He stated the Herald has more paid <br /> subscribers (approximately 5,000), and is'the paper that most people read. <br /> <br /> Ms. Karen Haines, representing the Times, stated that the bid process has been <br /> conducted properly, and she asked that the bid be awarded as submitted in the staff <br /> report. She stated the Times has a daily circulation of 10,000 newspaper, with <br /> approximately 3,400 paid subscribers. <br /> <br /> Council discussion ensued regarding the best total coverage between the two <br />newspapers within the City of Pleasanton. Councilmember Brandes stated he felt the <br />City should advertise with a newspaper that prints daily, as public hearing notice <br />dates sometime have to be changed because the Times does not publish a paper every <br />day. <br /> <br /> After further discussion, it was moved by Councilmember Mohr, and seconded by <br />Councilmember Wood, that Resolution No. 83-367, awarding contract to publish the <br />Cityis legal notices for Fiscal Year 1983-84, to the "Valley Times", and instructing <br />the city attorney's office to prepare the necessary contract, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mercer, Mohr, Wood, and Mayor Butler <br />NOES: Councilmember Brandes <br />ABSENT: None <br /> <br />Review and Approval of Final Map, Improvement Planst D~ferred Traffic Signal Improve- <br />ment Agreement and Subdivision Agreement for Tract 5094-'.Sprin~wood Meadows, Barratt, <br />San Jose <br /> Mr. Warnick presented his report (SR 83:346) dated August 16, 1983, regarding this <br />matter. <br /> <br /> Councilmember Brandes stated he has concerns regarding this matter relative to the <br />soundwall, landscaping, and irrigation on Valley Avenue. Mr. Warnick stated the sound- <br />wall will be similar to other soundwalls being built within the City. Mr. Warnick read <br />a memorandum from his staff regarding landscaping and irrigation, which in their <br />opinion is proper and adequate. Councilmember Brandes asked if the developer is going <br />to widen the balance of the street and put in a median. Mr. Warnick advised the street <br />will be widened from Hansen to Hopyard. Councilmember Brandes asked if design plans <br />have been changed relative to lot size and architecture, with the new developer. Mr. <br />Harris advised there has been no modification to the PUD plan as originally submitted. <br /> <br /> 8. 8/23/83 <br /> <br /> <br />
